The Senior Technical Manager (STM)–WASH is one of the managerial positions based at one of the Regional Offices with overall responsibility to implement WASH interventions as per target. She/he will build capacity of the PNGO field trainer (FT) including on the job support and guidance to perform better with skills and understanding of the WASH activities and to ensure quality implementation and regular monitoring of the WASH related pilot activities targeting the Poor and Extreme Poor (PEP) participants of the program.

The STM- WASH will primarily be responsible for providing technical support to water supply and hygiene promotion interventions which would directly implement by SHOUHARDO III at field level. The hygiene promotion activities will include mass awareness campaign at community level as well as to design and develop BCC (behavior change communications) materials and increase knowledge, attitude and practice (KAP) of PEP households to improve their personal and family hygiene practices. She/he will identify and build internal networks for scaling up technical needs and program sustainability and other appropriate purposes. S/he will support program advocacy initiatives, learning and reporting activities as per program requirements.

S/he will also coordinate with DPHE, Upazila and Union Parishad, private sector entrepreneurs, local and international organization who are within SHOUHARDO III working areas, and other relevant development partners at the regional levels for advocacy and exploring possibilities to facilitate dialogue on policy issues. S/he will ensure coordination and collaboration, integration with the other CARE colleagues and PNGO staff to ensure better result of the Program

The STM – WASH will sit within a team of technical managers and is required to ensure that his/her work builds on achieving an integrated program. The STM –WASH will need to plan and travel to the other region to guide the PNGO FT on the required areas. S/he will also work closely with STC-WASH, TM-SR to ensure better coordination and synergistic result.

S/he will also be responsible to uphold organizational values and exercise them at all levels. Promote appropriate organizational culture and be a role model for other in the team. Help to promote and establish CARE-Bangladesh as a gender sensitive organization in development arenas, both national and international. Uphold and ensure the implementation of mission mandates on gender equity, equality and diversity in organizational development and programmatic intervention levels.


II.            Responsibilities and Tasks:

 Responsibility # 1: Support PNGO staff and Front staff on WASH interventions and planning  activities and setting targets


  • Work closely with PNGO staff to better understand the ToC, Log-frame, IPTT, program strategies including the integration strategy, modules and guidelines
  • Support PNGO staff in developing their plans, setting targets (district, upazila, union and village levels) and implementing in the field
  • Support PNGOs in tracking and implementing activity plan
  • Support iDE field staff for sanitation marketing project named SWIRL.


Responsibility # 2:  Builds PNGO staff capacity to effectively implementation of program activities


  • Support STC-WASH in defining content and in developing training modules and guidelines both in English and Bangla
  • Assist STC-WASH to conduct ToT trainings for TO, FT and develop training modules and content in Bangla and English
  • Develop BCC materials and conduct mass awareness campaign at community   
  • Support PNGO TO-HHN&WE, in understanding and unrolling the program strategies including integration and the activities in field in case of six partners and also to iDE UMF and BDO during field visit
  • Support TO, FT to conduct training at community level and build capacity of LSP water quality service both in pilot and scale up UPs
  • Provide regular and need based on the job support to FT and LSP (through accompaniment in the field)
  • Participate in PNGO staff and LSP meetings and share findings and learnings
  • Regular contact with the STC-WASH for any clarification or guidance required for the frontline staff.


Responsibility # 3: Assures quality of program interventions



  • Sample checks on TO, FT and LSP and Community Volunteer’s actions in adherence to required skills and guidelines;
  • Take necessary steps to improve the skills of TO, FT and share field findings with partner staff for their improvement and feedback;
  • Support STC-WASH in reviewing effectiveness of WASH interventions to addressing felt needs of communities
  • Guide TO, FT and LSP and Community Volunteers to monitor quality aspects of the program activities and results
  • Assist M&E and PQR team with required information and monthly data upload of DIP in STREAM and check whether partners are providing accurate data in the STREAM
  • Provide input for environmental related document and guidelines and ensure that WASH related DIP activities are being met environmental compliances
  • Provide input in monthly and quarterly and annual progress report


Responsibility # 4: Anticipates, identifies implementation challenges and responds to technical needs of PNGOs


  • Visit field observe activities, discuss with staff, LSP, volunteers, participants and other stakeholders and identify issues and provide immediate guidance on the issues
  • Respond to immediate needs of the TO, FTs
  • Provide revised guidelines and required guidance to FTs in consultation with STC-WASH as appropriate.
  • Visit field to understand the root causes of open defecation, water borne diseases, lack of hand washing practices of target populations, and the program implementation challenges.
  • Guide and support the FTs to understand and address the problems of the field and demand of community.
  • Provide need based technical support to the TO, FTs


Responsibility # 5: Identifies and builds internal and external networks necessary  for peer, technical, scale up, advocacy, sustainability and other appropriate purposes


  • Represent in different networks and alliances at regional level as appropriate,
  • Identify appropriate individual /govt. institution like as DPHE, LGED, and relevant NGOs for better coordination of WASH activities for leveraging resources of WASH services for the PEP participants
  • Provide necessary support to UC, TO, FTs for networking and linkage with WASH stakeholders and attend local level coordination meeting and contact with LSP
  • Share experiences and opportunities with relevant PNGO staff
  • Initiate collaboration with other relevant program/project of CARE Bangladesh.


Responsibility  # 6: Supports Program Learning, Reporting and Other Ad-hoc Activities:


  • Support in preparing qualitative reports -QPR, ARR and any special report
  • Provide guidance to TO, FTs for learning documentation as required
  • Attend technical meetings, events; workshops and learning visit
  • Attend Quarterly Learning Sharing meeting of PNGOs
  • Address ad-hoc information requests, from time to time.
  • Any other job assigned by the supervisor


Responsibility # 5: Security


As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

Based at the Region with 50% time travel in the field.


V. Qualification:  

  • Masters in Social Science /Sociology/Anthropology/Political Science, MPH or relevant field. Also B.Sc. in Civil Engineering is eligible to apply
  • 6 to 7 years’ experience with at least 3 years’ in Managerial role in WASH field.
  • Excellent written and oral communication skills in both English and Bangla.
  • Good computer skills and training facilitation skill.

VI.          Core Competencies:  

  • Strong leadership, training and facilitation skills in WASH sector.
  • Working experience with government, private and other organizations. 
  • Considerable technical knowledge and experience in understanding and grasping technical needs of PNGOs and communities in the areas of WASH, community mobilization
  • Experience in developing strategies for capacity building of technical staff and beneficiaries.
  • Experience in preparation of program budget, expenditure analysis and progress reports.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
