Senior Technical Coordinator - Gender Mainstreaming under Tipping Point: Innovation and Advocacy in Addressing Underlying Causes of Child Marriage

Location: Based in CARE Bangladesh Dhaka Office.

Duration: Duration of the Contract will be up to June 30, 2022.

Covid-19 has multifaceted impact on the global and national socio-economic contexts. In particular, the poor and marginalized women and girls in Bangladesh has had disproportionate negative impact. In line with the SDG goals and CARE’s 2030 vision, CARE Bangladesh is mandated to improve socioeconomic wellbeing of most marginalized men and women.

The Senior Technical Coordinator - Gender Mainstreaming will assist in effective implementation of a project entitled Tipping Point: Innovation and Advocacy in Addressing Underlying Causes of Child Marriage under the guidance of the Team Leader. The third phase of the project will continue till June 2023. Phase 3 of Tipping Point (TP) will center girls’ experiences and evidence-based strategies to facilitate transformative change within movements, donors and governments that seek to expand the voices, choices, agency and rights of adolescent girls. Ultimately, this will help end child, early and forced marriage (CEFM). To do this, team will build on the thorough and growing body of evidence and programmatic experience from Phases 1 and 2 to influence positive change on girls’ rights and CEFM locally, regionally and globally. The Senior Technical Coordinator - Gender Mainstreaming will be responsible for developing and executing capacity building plan of Tipping Point Project and other projects (including staff of partner organization). S/he will be responsible for ensuring that staff are well equipped to implement gender transformative approaches in Tipping Point and other projects of CARE. S/he is expected to provide technical guidance and prepare training manuals and program guidelines to ensure that all guidelines, program messages, manuals meet the quality standards of gender transformative and social norms approaches in TP phase three project and a cross section of other organization. S/he will be responsible for developing new ideas and proposals on women and girl’s empowerment and gender based violence as and when necessary. S/he will also be responsible for developing and executing strategies to foster staff transformation. The incumbent will also be responsible for developing tools of analysis, planning and implementation to mainstream gender equality. This position will take a lead role in ensuring capacity of the staff on gender mainstreaming and gender transformative facilitation in implementing the Tipping Point Phase –III activities. The incumbent is expected to emphasize on providing technical support on advancing Girl Centric Movement and strengthening implementation strategies of CARE. The incumbent is expected to strengthen application of social norms approach in CEFM and other projects as and when necessary.

The STC (GM) will work with the guidance of team leader and in collaboration with CARE-US counter parts. S/he is expected to advise Director Women Empowerment on improving gender equality related technical standards within the project. S/he will uphold CARE Bangladesh's values and ensure programming and organizational principles.

II. Responsibilities and Tasks:

Responsibility # 1: Guiding/developing technical materials (training guidelines, manual, etc.)

20%

  • Develop technical guidelines, modules and guide project staff to implement program strategies and activities that meet quality standards and enable consistent implementation of quality standards in TP project and across CARE.
  • Provide thematic and mentoring support to field based teams and technical coordinators of TP project in developing gender-transformative community mobilization and support strategies for adoption within the project with quality standards.
  • Ensure all guidelines, training manuals are developed in accordance with learning and evidence of TP and other CARE national and global experience.
  • Guide relevant teams (both CARE and Partner) in designing and organizing different national/international days including Girl Child Day, 16 days activism, international women day, etc.

 

Responsibility # 2: Develop and Implement Capacity Building strategy for CARE-Bangladesh and Partner Staff.

30%

  • Develop capacity building strategy for the project in detail and develop year-round plan for providing training to the Tipping Point and other relevant project staff.
  • Facilitate the process of continuous capacity building of field-based staff and ensure training on Women and Empowerment & GED approaches and actions to strengthen Tipping Point and other relevant interventions.
  • Assist field implementation team to identify mechanisms for supporting adolescent girls to carry out girls’ empowerment & gender-sensitive responsibilities in their own work.
  • Provide regular technical assistance to CARE staff with feedback to identify gaps and further improvements for the women-responsive interventions.

 

Responsibility # 3: Mainstreaming gender in project planning, implementation and monitoring process.

30%

  • Support TC (Research and M&E) in designing gender inclusive M&E System.
  • Develop operational guideline for the field implementation team on women empowerment for Tipping Point interventions as and when necessary.
  • Develop WE & GED assessment tools of analysis, planning and implementation to mainstream gender equality and social norms approach.
  • Present the gender strategies, tools, formats and guidelines to the relevant donors and stakeholders to ensure buying-in.
  • Support filed-based staff for plan-wise implementation of curriculum/modules.
  • Assist project staff to document the implementation process and case studies to capture the best practices relating to WE and disseminate to the relevant stakeholders.
  • Support to present best practices through preparing cases. Develop and prepare capacity statements on a regular basis.
  • Support in developing project proposals and other knowledge management products. Support TC (Research and M&E) in designing gender inclusive M&E System.
  • Develop operational guideline for the field implementation team on women empowerment for Tipping Point interventions as and when necessary.
  • Develop WE & GED assessment tools of analysis, planning and implementation to mainstream gender equality and social norms approach.

Responsibility # 4: Linkage and coordinate internal and external relevant stakeholders

20%

  • Establish networking with likeminded organizations regarding women empowerment, girl’s rights issues.
  • Participate in national and regional meetings/forums on women empowerment, girls’ rights aspects related to Tipping Point interventions.
  • Establish purposeful relationship with individual organizations and agencies working on women empowerment, girls’ rights issues.
  • Review the best practices and learning to be considered to improve the women empowerment, girls’ rights status of the Tipping Point interventions.

Maintain supporting pro-active collaborations with CARE-USA.

 

 

Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Based in Dhaka with approximately 40% field visits.

 

  1. Qualifications:
  • 6 -7 years proven knowledge/experience in gender and women empowerment related project particularly on gender mainstreaming.
  • Masters in Social Science or in any disciplines from a reputed university if accompanied by excellent relevant experience. Knowledge on contemporary thinking and practice on Gender Equality is preferred.
  • Knowledge and skills in developing training curriculum/modules.
  • Strong facilitation skills
  • Communication, linkage, networking and negotiation capability with private and public institutions.
  • Analytical and report writing skills.

  • Good understanding of gender issues in the context of Bangladesh
  • Skilled in MS Office software.
