Position: Regional Program Coordinator

 

Position Title: Regional Program Coordinator under SHOUHARDO III Program

Number of Positions: 01

Location: Based in CARE Bangladesh Field Office (Rangpur/Sirajganj).

Duration: Duration of the Contract will be up to September 30, 2022.

The Regional Program Coordinator (RPC) as head of the Shou III program is primarily responsible for ensuring cross-functional relationships among program technical teams, program support units, partner NGOs & other units in the region.  S/he ensures that program technical staff and other teams adhere to program guidelines in their support to the Partner NGOs.  S/he is accountable for assuring quality program implementation, program planning and management at regional level. S/he ensures on-going troubleshooting, coordination, collaboration, negotiation and identification of better ways of work to achieve program impact & goal and shares that with the SHOU III team & Partners, and organizational management. S/he ensures bridging among program & program support team for ensuring smooth support operation for ensuring timely and undisrupted implementation for SHOU III. The RPC will work as a member of SHOU III Country Senior Management Team. 

The RPC will represent SHOUHARDO III at Divisional, District & other GoB, NGO, Private Sector levels and ensures adequate representation in different meeting/seminar/workshop in person and updates the SHOU III senior management on progress. The RPC is accountable for SHOUHARDO regional office resource management, team management, multi partnership management and identify areas of efficiencies and improvements on an on-going basis. S/he will uphold CARE Bangladesh’s values, mission, vision and ensures programming, organizational principles and compliance.

As the Senior Program Staff in the region, s/he will collaborate with and support other project/ program teams that are implemented in the region to strengthen synergy and programming approach in the region and offer support when needed.

 

II. Responsibilities and Tasks:

 

Responsibility 1-5 points are related with SHOUHARDO III and point 2 first section is for overall collaboration with other Programs/Projects

% of Time

Responsibility # 1: Ensure quality implementation and management of program

25%

  • The RPC will work with the SHOU III team in the region to ensure that program activities are implemented to the highest possible level of quality and effectiveness though leading a large team & NGOs.
  • Individually and through delegation the RPC will at all times have a line of sight of field level activities by field visits, and other approaches that allow him/her to determine whether activities are implemented as per plan and budget.
  • S/he provides strategic thoughts on leadership, designing & planning based on field need.
  • S/he will facilitate organize and chair regular program activities review meetings support all of SHOU.III
  • Provides all daily approvals of expenses & budget as assigned.
  • S/he will support as and when necessary the Senior Manager-Monitoring Evaluation & Learning in the field of program monitoring.
  • Ensure sample check of the field activities and guide all involved partners & teams for timely completion of work.
  • When needed support project/program teams in hosting high-level donor/ senior management visits in the region and represent CARE at high-level

 

 

Responsibility # 2: Coordination of Field Level Activities

20%

Coordination with other projects/programs in the region

  • Collaborate with and provide support to the respective project teams operating in the region
  • Along with other project leads/focal points initiate a Regional Program Coordination Team and facilitate internal meetings on rotational basis to collectively reflect on ongoing program activities, external events, logistics supports, implementation challenges.  
  • Engage relevant program/project team as part of SHOU III phase-out process and explore potential areas of programming –collaboration.
  • Participate and ensure representation from other projects in key regional level events organized by SHOU III and other projects and provide needed support.
  • As the senior staff, provide necessary guidance to program/program support teams in areas of staff safety and security.
  • Maintaining strategic relations with the key regional/local government officials in collaboration with other project leads/teams in the region; when needed facilitate/oversee issues such as collection of certificates from local administration as at times it requires senior level staff to represent.

Coordination of SHOU related activities

  • The RPC will ensure a well-coordinated regional/field office team is in place including other hub/team office. S/he will work closely with the Regional Resource & Compliance Manager, Field Office Manager and Senior Manager M&E, Technical Team, Cash Transfer Team to ensure; that all staff are planning and implementing activities in a coordinated and integrated fashion.
  • S/he will ensure that both field staff and Dhaka staff are kept up-to-date on relevant activities.
  • The RPC will spearhead the development and coordination efforts in the field on behalf of SHOU III & Partners.

 

Responsibility # 3: Ensure efficient resource Management (funds, commodities, human)

15%

  • Ensure value for money while rolling out the operational plans on the ground.
  • Working with the Regional Resource & Compliance Manager, s/he will ensure that program resources are utilized in the most appropriate manner. This will include both SHOU III and Partner planning for cost effective resource utilization.
  • As a regional office budget holder s/he is accountable to ensuring that all expenditure adheres to donor, SHOU/CARE and GoB rules and regulations.
  • S/he will plan SHOU III regional/field office budget in line with approved program action plan and obtain approval from the Chief/Deputy Chief of Party for execution.
  • S/he will ensure that adequate support and oversight is offered to Partner NGOs of SHOU III in budgeting, program implementation, monitoring and reporting.
  • S/he will support timely grant distribution to partners and assist RRCM in monitoring the expenses are in line of compliances.
  • By setting clear performance targets for all the unit heads in the field office, the RPC will ensure that staff are performing at their best and are individually held accountable for own tasks and deliverables. Necessary capacity building efforts will be initiated to enhance performance. 
  • Working with the Manager Cash Transfer Operations & Cash management team will ensure error free timely cash transfer in large scale using ICT system.
  • Ensure risk management protocols exist and are implemented.

 

Responsibility # 4: Management and effective networking and collaboration

15%

  • When needed support project/program teams in hosting high-level donor/ senior management visits in that region.
  •  As the primary contact for the program at regional level, the RPC will ensure adequate representation at relevant events and coordination of program activities with Government departments under 11 ministries, Peer Organizations, Private Sector, Local govt. institution & public representatives. Maintaining strategic relations with the key regional/local government officials in collaboration with other project leads/teams in the region; when needed facilitate/oversee issues such as collection of certificates from local administration
  • Create and maintain a congenial, supportive work environment in the program staff in the region  
  • Conduct regular periodic meeting to review problem and solution. Act promptly on urgent issues.
  • Identify issues hindering program progress and resolve in a timely manner, ensure CBDO support when required
  • Discuss CARE core value and Code of Conduct in CARE meeting 
  • Complete APAA related activities of region according to HR schedule, promote staff development initiatives at the region.
  • Keep different reporting channels for fraud, SEA and other unusual situation functional
  • Engage Regional Program Support team for effective and efficient program support, coordinate with CBDO program operation team and CO support heads as necessary.

 

Responsibility # 5: Learning, sharing and coordination with CARE program staff and stakeholders

15%

  • Share information on the Overall Strategic Directions of the SHOUHARDO III program & disseminate through all categories of staff & stakeholders.
  • Engage and facilitate systemic communication across the staff, partners, concerned senior government officials and communities related to program policies, strategies and implementation activities & achievements.
  • Contribute to and support & linked with new initiatives undertaken by CARE mission in areas such as gender equity, environmental issues, rights based programming etc.
  • Facilitate and maintain smooth liaison with PACC, counterparts, collaborating agencies, government offices, research organization, donor(s) and other NGOs.
  • Ensure timely reporting to donor and organization as per schedule.

 

 

Responsibility # 6: Partnership Management of SHOU III

10%

  • Support ensuring contractual obligation of the partnership are met from both parties
  • Ensure partners’ compliance mechanism is in line with their organizational, as well as avoiding any non-compliance with USAID and CARE’s guidelines, policy and procedures
  • Identify and in coordination with other units, address capacity building needs of the partners with the aim of ensuring quality program implementation and, financial and administrative accountability. 
  • Ensure partners meeting are conducted as per program guidance and CARE’s representation in the meetings.  
  • Ensure observations related to partner work are communicated to partner and resolved in timely manner, make recommendation to PMT for problem solving/improvement.
  • Support IAD and GAAM team in partner’s reviews such as spot check, due diligence and field investigation and support closure of follow-up actions.

 

Responsibility # 7 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III. Reporting to:  

Deputy Chief of Party, SHOUHARDO III Program, CARE Bangladesh, coordinates with other PMT members

 

IV. Working Condition:  

  • Based in CARE Bangladesh's Field Office in the said region with approximately 50% time to travel in SHOU III hub offices/team offices/partners offices and field ,  incl. 15% travel to Dhaka office and outside own program areas.
  • S/He will work in coordination with SHOU. III & other project leads for better coordination in the region.

 

  1. Qualification:
  • A minimum of 10 years’ relevant experience, of which 5 years (preferably) in food security/Livelihood program planning and implementation.
  • Master’s degree in Development Studies/Economics/MBA/Sociology or any related discipline.
  • Strong knowledge and skill of project management, project leadership, coordination & collaboration in multisector development field.
  • A good conceptual understanding of key development priorities in Bangladesh.
  • Conceptually strong to understand and analyze program strategies and the underlying causes of food insecurity, livelihood/poverty alleviation/youth development/health including gender dimension;
  • Experience of working with communities in participatory approaches and conceptually strong in implementing program through partnership with NGOs, GoB, Private Sector & other stakeholders.  
  • Good networking and liaison skills with counterparts, partners, donor and GoB.
  • Experience in planning, budgeting, procurement and project monitoring.
  • A good understanding of USAID rules and regulations in specific CFR 211 and CFR 200 is preferred
  • Analytical and report writing skills.
  • Computer literacy on and commonly used software like Power point, MS-Word and MS- Excel.
