Scope of Work:

CARE Bangladesh’s Humanitarian & Resilient Futures Program is committed to provide people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.

CARE Bangladesh led consortium is implementing the project titled ‘Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ āύāĻŦāĻĒāĻ˛ā§āϞāĻŦ)’ in two Ecologically Critical Areas (ECA) – Sundarbans and Hakaluki Haor with the support from The UK Foreign, Commonwealth and Development Office (FCDO). The other consortium members are CNRS, CordAid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action.  It is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO’s flagship Bangladesh Climate and Environment Programme (BCEP). The programme will make a significant contribution in Bangladesh to progress against GoB’s policies and priorities e.g., National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), commitments to biodiversity conservation, ongoing 8th Five Year Plan, etc. And it will also contribute to UK’s commitment to International Climate Finance (ICF).

Due to environmental sensitivity and high anthropogenic pressures such as overharvesting, overfishing, pollution and illegal logging, the Sundarbans mangrove and the Hakaluki Hoar wetland are at a vulnerable stage with climate change exacerbating the current situation. FCDO’s NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people's livelihood through innovative nature-based (NBS) and locally led adaptation solutions.  It will increase climate resilience of more than 250,000 vulnerable households and ecosystem-based protection and restoration of 5,000km2 area in, especially in the districts of Bagerhat, Satkhira and Khulna in the Sundarbans ECA, and Maulvibazar and Sylhet in Hakaluki Haor. To achieve FCDO’s NABAPALLAB goal, CARE and its partners   will work with different ministries specially , Ministry of Environment, Forest and Climate Change (MoEFCC), Department of Forest, Department of Environment (DoE), Ministry of Land, Local Government Engineering Department (LGED),  Bangladesh Water Development Board, Department of Public Health Engineering (DPHE) etc. of the Government of Bangladesh (GoB) at the national, regional and local levels, to implement the most appropriate NbS and Locally-led Adaptations (LLA) solutions for the Sundarbans and Hakaluki haor ecosystems.

The Project Officer - LLA will be based in Moulvibazar and will be responsible for providing technical support in development and validation of modules, carry capacity strengthening sessions, quality control of the local interventions to implement Locally Led Adaptation Framework (LLAF) piloting.  This position will be primarily report to the Program Manager- Climate Information and Weather Services and keep close collaboration with Senior Officer LLA and CIS.

 

II. Responsibilities and Tasks:

Responsibility # 1: Lead LLAF Implementation & Community Adaptation Planning

35%

• Lead implementation of LLAF, including CVCA/LLAP updating and participatory adaptation planning.

• Facilitate climate risk assessments and identify local adaptation priorities with communities.

• Ensure inclusive participation of women, youth, persons with disabilities, marginalized groups, and climate-vulnerable households.

 

Responsibility # 2: Stakeholder Coordination & Local Governance

30%

• Coordinate validation of LLAPs at community, Union, and Upazila levels.

• Support integration of adaptation priorities into Union Parishad ADP and local development planning.

• Liaise with government counterparts, community institutions, and project partners to strengthen locally led adaptation.

 

Responsibility # 3: Monitoring, Reporting & Knowledge Management

20%

• Develop, maintain, and archive project documents and implementation records.

• Compile field data, including disaggregated participation and inclusion data, and prepare periodic reports.

• Document lessons learned, good practices, and implementation evidence for knowledge management.

 

Responsibility 4: Community Accountability & Capacity Strengthening

10%

• Promote community feedback, grievance mechanisms, and Community Score Card processes.

• Identify and mentor local champions to support LLAF implementation and sustainability.

• Support dissemination of LLAF communication and awareness materials.

 

Responsibility # 5: Project support, coordination, and reporting

15%

Provide technical support to project teams and partner NGOs in strengthening market system approaches.

Facilitate coordination among project components to ensure integrated implementation.

Support budget planning, realignment, and efficient utilization of resources in line with project priorities.

Contribute to donor reporting, including progress updates, case studies, and success stories.

Ensure compliance with organizational and donor requirements.

Assist in monitoring, evaluation, and learning (MEL) processes to track progress and inform adaptive management.

  1. Qualification:
  • Post Graduation in Geography, Environmental Science, Disaster Management, International Relations, or a related field.
  • Minimum 4 years’ experience in communication, marketing, fundraising, or related roles, preferably within the non-profit sector.
  • Excellent written and verbal communication skills, with a keen eye for detail and accuracy.
  • Ability to work effectively in a fast-paced environment, manage multiple priorities, and meet deadlines.
  • Proactive attitude, creativity, and willingness to contribute ideas and initiatives.
  • Computer skills on MS word, Excel, Power point.
  • Should have a valid Motorcycle License and willing to drive motorcycle in field
  • Familiarity with Online Data Collection tool – Open Data Kit (ODK), KoBo Toolbox will be an asset.
  • Strong communication skills in both verbal and written in English and Bangla.

Compensation

Monthly Consolidated salary will be BDT. 76,458.00.
