CARE Bangladesh is going to implement "The Protocols and Trigger‑based Institutional Systems for Timely Humanitarian & Anticipatory Action (PROTISTHAA)" project funded by DG ECHO, from April 2026 to March 2028, targets high‑risk regions across Bangladesh—specifically the northern flood‑prone districts of Gaibandha, Kurigram, Bogura, Sirajganj, Jamalpur, and Sherpur; the northeastern haor districts of Sunamganj and Sylhet; the coastal cyclone‑exposed belt of Bagerhat, Barguna, Bhola, Patuakhali, Pirojpur, Khulna, and Satkhira; and the *33 Rohingya camps in Cox’s Bazar. Led by CARE Bangladesh with ACF, ACTED, RIMES, and local partners ESDO, Uttaran, and NSS, the consortium project strengthens a nationwide multi‑hazard anticipatory action system by advancing impact‑based forecasting, improving early warning dissemination, and institutionalizing trigger‑based decision protocols. The project also enhances local planning, supports predictable financing through Disaster Management Funds, and builds community preparedness through training and simulations. By operationalizing the forecast–trigger–finance–action chain, the project seeks to reduce loss of life, protect livelihoods, and improve resilience among disaster‑prone populations across Bangladesh. This project highly needs a Consortium MEAL Manager for effective monitoring, documentation, learning and accountability.
The Specialist – Capacity Development is a core role within the PROTISTHAA initiative, responsible for designing, leading, and coordinating the full capacity‑strengthening agenda across all participating entities. The position ensures that government institutions, consortium teams, local organizations, volunteers, and community structures receive high‑quality, harmonized, and institutionalized capacity support that enables effective anticipatory action, impact‑based forecasting, disaster preparedness, and multi‑hazard response.
S/he will lead the development of training frameworks, curricula, simulation packages, government integration modules, and longer‑term institutional capacity plans. A key focus of this role is ensuring that capacity development moves beyond one‑off training events and becomes fully embedded within government systems, academic curricula, and organizational procedures—laying a durable foundation for sustained anticipatory action practices at scale.
This role requires a strong technical understanding of AA/DRR systems, advanced coordination skills, and the ability to convene and engage diverse stakeholders at national, sub‑national, and community levels.
This position will be based at the CARE Bangladesh Dhaka Office (CBDO) and is contingent upon final funding approval.

II. Responsibilities and Tasks:

Responsibility # 1: Capacity Development Strategy & Planning
|

1. Lead the design and operationalization of a multi-year, consortium-wide Capacity Development Strategy, covering government agencies, consortium partners, and community structures.
2. Develop harmonized training frameworks for AA, IBF, DRM planning, EWS dissemination, NEAP implementation, and sector-specific response actions.
3. Coordinate with consortium members and CARE technical teams to ensure that capacity-building packages reflect multi-hazard technical standards.
4. Ensure alignment of training plans with government DRM structures: NEAPs, SoD, DM Fund rules, AA Taskforce priorities.
5. Lead annual capacity needs assessments across consortium partners and government actors.

Responsibility # 2: Training Package Development & Institutionalization

|
1. Lead co-creation of national training curricula for government agencies (DDM, BMD, FFWC, DAE, DLS, DoF), ensuring integration into official training institutes.
2. Develop and standardize:
• Simulation guides (tabletop & field simulations)
• ToT tools
• DRM planning toolkits
• Community preparedness modules
• Multi-hazard evacuation, shelter readiness, and AA activation packages
3. Support RIMES and government entities in integrating IBF, sectoral action matrices, and early action SOPs into training content.
4. Ensure that training outputs are accessible in Bangla, Rohingya, and inclusive formats (pictorial, disability-friendly).

Responsibility # 3: Partner Capacity Strengthening & Mentoring

1. Provide step-by-step support to consortium members and implementing partners to improve technical, operational, MEL, DRM governance, and AA implementation capacities.
2. Conduct on-site coaching of field teams, disaster management committees, and community volunteers.
3. Strengthen partner systems in:
• Local DRM planning
• Community risk assessment processes
• Trigger readiness & NEAP operationalization
• Documentation & reporting
• Protection, gender, and inclusion mainstreaming
4. Support internal organizational policy revisions to integrate anticipatory action and disaster readiness standards.

Responsibility # 4: Government System Strengthening
|

1. Support MoDMR/DDM in integrating anticipatory action modules into national-level training curricula.
2. Help build institutional capacity of DDMCs, UzDMCs, UDMCs, and Shelter Management Committees through structured learning cycles.
3. Facilitate simulation exercises to test NEAP activation, AA financing procedures, multi-sector coordination, and IC/incident command readiness.
4. Assist government-led forums in reviewing lessons and incorporating evidence into SOP updates.

Responsibility # 5: Coordination, Documentation & Quality Assurance

1. Coordinate consortium capacity-building schedules, ensuring harmonized delivery across partners.
2. Ensure quality control of all training and capacity-building materials before consortium-wide use.
3. Maintain a centralized repository of all modules, curricula, and learning products.
4. Contribute to donor reports and MEAL documentation by providing training records, evidence of capacity gains, and institutionalization progress.

- Qualification and Experience:
|
- Master’s degree in Disaster Management, Development Studies, Education, Public Policy, Climate Science, Social Sciences, or related field.
- Experience working in consortium projects or multi-agency coordination mechanisms.
- Technical knowledge of early warning systems, anticipatory action, or multi-hazard preparedness.
- Experience with government institutionalization processes (curriculum integration, SOP development, policy adoption).
- 5 years of experience in capacity development, training system design, or organizational development in humanitarian/DRR programming.
- Experience working with government training institutions, DRR platforms, or anticipatory action systems.
- Demonstrated experience delivering ToTs, simulations, and multi-tier training programs.
- Strong background in planning, curriculum development, facilitation, and adult-learning methodologies.
- Strong facilitation and adult-learning design abilities.
- Excellent communication, documentation, and presentation skills.
- Ability to coordinate with diverse stakeholders including government, INGOs, LNGOs, and communities.
- Willingness to travel extensively in project areas.
- Fluency in Bangla and English required.

Compensation
