The Training Expert will design, deliver, and monitor inclusive, labor market–aligned training programs for NEET youth, with a focus on enhancing women’s participation. The role includes integrating gender-sensitive and social norms–responsive approaches, developing GESI guidelines for all project activities, and building the capacity of trainers, institutions, and stakeholders including DYD, PMU, and partner organizations. The Expert will also lead SEA/SH risk mitigation through awareness raising, training, and referral systems, while overseeing the development of curricula, learning materials, and assessment tools for technical, socio-emotional, entrepreneurship, and climate-responsive modules. The position ensures high-quality, gender-transformative, and socially inclusive training that empowers youth and promotes long-term behavioral change.

II. Responsibilities and Tasks:

Responsibility # 1: Design and Deliver Inclusive Training Programs for NEET Youth

- Develop and implement curricula, training modules, and learning materials integrating technical skills, entrepreneurship, life skills, gender-sensitive content, and climate resilience.
- Ensure training methodologies are accessible and inclusive for women, disadvantaged youth, and persons with disabilities.
- Integrate social norms responsive approaches to address barriers limiting female participation in training and employment.
- Continuously review and update training content to reflect emerging labor market needs, lessons learned, and participant feedback.

Responsibility # 2: Build Capacity of Trainers, Project Staff including partner staff.
|

- Conduct training-of-trainers (ToT) sessions for project staff, partner organizations, and community facilitators.
- Mentor trainers to apply participatory, inclusive, and gender-responsive facilitation methods.
- Develop tools, guidelines, and resources to address social norms, gender barriers, and SEA/SH prevention in training delivery.
- Strengthen institutional capacity of DYD, PMU, and partner organizations to mainstream gender equality, social inclusion, and climate resilience into youth programs.

Responsibility # 3: Promote Community Engagement and Positive Social Norms

- Collaborate with Community Groups (CGs), local leaders, and families to raise awareness on gender equality, social norms, climate resilience, and women’s economic participation.
- Support behavior change communication campaigns, community dialogues, and advocacy to create an enabling environment for NEET youth.
- Facilitate mentorship, career guidance, and leadership development programs for youth, especially women, to enhance decision-making, negotiation, and life skills.
- Monitor the effectiveness of community engagement interventions and provide recommendations for continuous improvement

Responsibility # 4: Ensure Quality Assurance, Monitoring, and Learning
|

- Develop monitoring frameworks, evaluation plans, and quality standards for training delivery and community engagement activities.
- Track training outcomes, including employment, entrepreneurship, social norms change, and participation of disadvantaged youth and women.
- Ensure development and compliance of SOPs, training curricula, and learning materials for DYD and partner institutions.
- Provide technical guidance for the establishment and functioning of Union Youth Information Centers (UYICs), District Youth Centers, and other institutional mechanisms to support youth participation

Responsibility # 5: Oversee SEA/SH Risk Mitigation and Institutional Sustainability

- Develop and implement SEA/SH prevention and response strategies, including referral pathways and Grievance Redress Mechanisms (GRMs).
- Build capacity of project staff, partners, and DYD officials on SEA/SH response and gender-sensitive approaches.
- Facilitate integration of gender equality, social norms, and inclusion modules into institutional youth programs.
- Support knowledge sharing, policy dialogues, and advocacy to sustain inclusive training programs and community engagement beyond the project duration.

General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults
|

As part of this role, the job holder must adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties and comply with safety & security protocols and directives, including reporting. - Qualification:
|
- Master’s degree from gender studies, sociology, social work, anthropology, development studies, or other relevant disciplines.
- Minimum ten (10) years specific experience in a similar field from a social perspective and have a proven track record.
- Expertise on managing and facilitating the training, Orienting and capacity building events of implementing the guideline of GESI and addressing GBV, SEA/SH for all relevant stakeholders including the partner organizations and GoB officials, community people.
- Experience in developing training guidelines to provide training on GESI, GBV, SEA/SH to service providers, staff, contractors, community groups, youth groups, employer, and other relevant stakeholders.
- Experience on managing and facilitating trainings, develop Training guidelines for youth specially for female and disadvantaged group.
