Bangladesh has made impressive strides in its social and economic development, achieving lower middle-income status in 2015 through stable macroeconomic conditions and substantial poverty reduction. The nation adeptly navigated the COVID-19 pandemic, maintaining positive real GDP growth through prudent macroeconomic policies and effective stimulus measures. However, challenges persist, particularly for its youth population. With an overall unemployment rate of 8.9% among those aged 15-29, around 27% of this group is labeled as NEET (Not in Education, Employment, or Training). Notably, this NEET issue is predominantly a gender concern as approximately 90% of NEET youth are female. Social norms emphasizing women's household roles and movement restrictions contribute to these disparities which is evident in the significantly lower female labor force participation.
The EARN Project in Bangladesh aims at economic engagement of the NEET youth, especially women, in rural and semi-urban areas of the country. The project offers education and skills development with a focus on women-centric facilities, employment and enterprise development support, enhanced employability through creating employer linkages and upskilling of Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED) skill, incubation support for employment and entrepreneurship. In order to ensure participation of women and other underserved segment, the project will promote an enabling environment, especially for the women, through targeted awareness raising and communication programs, family-based planning, counseling and involving the communities and families in planning and monitoring of implementation.
EARN project takes a comprehensive approach to tackle the barriers for NEET female through activities such as communication campaigns that address constraining social norms, establishing childcare facilities so that female beneficiaries with children can feel encourage to actively part in the training program. As most of beneficiaries are women there is a possibility of SEA/SH/GBV risk considering the negative social norms.
The project will undertake climate resilience programs and enhance institutional capacity to improve the understanding of the responsiveness to disruptions from climate change and geophysical hazards. All skills development training will incorporate climate sensitization courses that will include adaptation and mitigation measures. The proposed competitive innovation funds will also be used to customize the new climate responsive
awareness among the beneficiaries.

The Communication Expert needs to be proficient in devising and implementing comprehensive communication strategies, especially on Gender Equality and Social Inclusion (GESI), Social Norms to create awareness among mass people including beneficiaries, enhance program’s visibility and engagement as well as advocate for youth development, women empowerment, and gender Inclusion. He/she also needs to be skilled in managing media relations, internal communications, and crisis management effectively. The successful applicant for this position should have expertise in fostering positive public perception and maintaining cohesive messaging across platforms.

II. Responsibilities and Tasks:

Responsibility # 1: Strategic Communication Design and Implementation

- Assist PMU in implementing the social norms (SN) related communication strategy.
- Work with the PMU in developing and producing communication materials and activities.
- Design and implement Social and Behavior Change Communication (SBCC) campaigns to promote positive social norms, women’s economic empowerment, and youth employment in coordination with project teams and implementing partners.
- Lead the development of branded content (print, digital, audio-visual) to increase visibility and public awareness of the EARN project’s objectives and impact.
- Ensure inclusion and gender-sensitive messaging in all communication products, aligning with CARE’s gender transformation principles and the project’s core values.
- Develop communication guidelines and toolkits for internal and external stakeholders to ensure consistent messaging across all channels and partners.
- Liaise with donor communications teams to ensure compliance with branding, messaging, and reporting requirements, and support the visibility efforts of both CARE and donors.

Responsibility # 2: Capacity Strengthening, Media, and Outreach

- Support capacity building of partner organizations on strategic communications, digital advocacy, and storytelling techniques to amplify local voices.
- Coordinate media engagement including press briefings, media kits, and relationship-building with journalists to ensure wide coverage of project initiatives and events.
- Manage project communication platforms, including social media, websites, and newsletters, ensuring regular updates, engaging content, and alignment with donor branding guidelines.
- Facilitate community and youth-led communication initiatives to strengthen local ownership and amplify positive role models.
- Organize communication workshops, trainings, and campaigns with CSOs, youth groups, and media actors to promote inclusive and evidence-based narratives.

Responsibility # 3: Monitoring, Evaluation, and Learning
|

- Monitor and evaluate communication efforts, including tracking reach, engagement, and behavioral impact of key messaging through feedback loops, analytics, and pre-post assessments.
- Document success stories, human interest stories, and case studies from the field.
- Collaborate with the M&E team to ensure data-driven storytelling that showcases the project’s impact.
- Prepare periodic communication reports highlighting progress, challenges, and learning for internal sharing and donor updates.

Responsibility # 4: Knowledge Sharing and Advocacy
|

- Disseminate research findings and strategies to key stakeholders and gather feedback to refine approaches.
- Provide technical support to implementing partners and contribute to capacity-building efforts around gender-sensitive, inclusive programming.

|
General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults
|
|
As part of this role, the job holder must adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties and comply with safety & security protocols and directives, including reporting. V. Qualification:
|
- At least 10 years’ experience, preferably in communication, advocacy in youth development, women
empowerment, social norms and gender Inclusion.
- Master’s degree in preferably Social Sciences /Communication or relevant discipline.
- Excellent experience of rapport building, networking, liaison and relationship building for communication and advocacy.
- Expertise on support to communication firm to design, develop the communication strategy, materials for the project and implement advocacy strategy and plan through consortium.
- Have experience on document best practices related to Gender Equality & Inclusion, and youth empowerment and prepare evidence-based documents for conducting policy advocacy issues.
- Technical skills are highly desirable, including knowledge of the professional use of emerging media technologies and social media (Twitter, YouTube etc.); with proficiency in design and visual media, including experience using Adobe Suite, Microsoft Publisher and/or online design platforms
- Experience with issue management and Initiative to solve problems with energy and a positive attitude.
- Ability to generate and deliver persuasive and clear verbal communications.
- Ability to translate and convey sophisticated, sensitive, information to target audiences.
- Should have knowledge and work experience in local language for ensuring better communication with beneficiaries all over the country.
- Fluency in written and spoken Bangla & English with experience of writing and editing for different audiences
