Scope of Work:
The Project Manager will provide overall leadership, coordination, and accountability for the Youth for Green Growth project. The role ensures quality implementation, strong partnerships with SOS, government, and private sector stakeholders, and compliance with donor and CARE standards. The incumbent will lead the project team to achieve results in skills development, job placement, entrepreneurship, and advocacy, while mainstreaming gender equality, inclusion, and climate resilience.

Responsibility # 1: Project Leadership and Management:

- Lead the overall planning, budgeting, and implementation of the project to ensure that activities are aligned with CARE, SOS, and donor requirements.
- Supervise and mentor a diverse team, setting performance standards and ensuring accountability for results. Through regular coaching and feedback, build the capacity and motivation of staff to achieve excellence.
- Develop and oversee annual work plans, activity schedules, and risk management frameworks. This ensures that the project adapts quickly to contextual challenges and remains on track to meet deliverables.
- Apply adaptive management practices by reviewing progress and making course corrections. Ensure the project's relevancy and responsiveness to the needs of youth, partners, and communities.

Responsibility # 2: Partnership and Coordination:
|

- Act as the primary focal point for collaboration with SOS Children’s Villages and consortium partners. This includes joint planning, activity harmonization, and troubleshooting implementation challenges.
- Support to maintain strong relationships with DYD, NSDA, NYC, and local governments to ensure project alignment with national youth strategies. R
- Lead partnership management with private sector employers and civil society organizations.
- Represent the project in national and regional forums, coalitions, and donor meetings. Position CARE and SOS as leaders in youth empowerment and green growth, while leveraging additional resources and influence.

Responsibility # 3: Technical Oversight and Quality Assurance:
|

- Provide strategic and technical guidance on youth employability, entrepreneurship, and green skills. Ensure that the interventions are market-driven, inclusive, and climate resilient.
- Oversee the design, roll-out, and monitoring of training programs, entrepreneurship support, and job placement services. Ensure high-quality delivery will strengthen youth readiness for the future of work.
- Integrate gender equality, disability inclusion, and climate-smart practices into all interventions.
- Conduct regular field visits to monitor quality and provide backstopping to technical staff to ensures consistency in delivery, identifies challenges early, and promotes adaptive solutions.

Responsibility # 4: Monitoring, Evaluation, Learning and Reporting:

- Oversee the development and implementation of MEAL systems to ensure high-quality data collection, reporting, and learning throughout the project cycle.
- Facilitate quarterly reflection and adaptive learning sessions with staff, partners, and youth. Lead the overall course corrections and continuous improvement.
- Lead the documentation process of the project to build evidence for scale-up and donor engagement.
- Ensure robust accountability mechanisms such as grievance redress systems and youth perception surveys are functional. Ensure transparency and responsiveness to project participants.

General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults

As part of this role, the job holder must adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties and comply with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

- Qualification:
|
- Master’s degree in Social Sciences, Development Studies, Economics, or related field; or equivalent combination of education and work experience.
- Minimum 5 years of progressive experience in project management, with a minimum of 3 years in leadership roles in INGO/NGO settings.
- Training or certification in project management, skills training is an advantage.
- Specialized training/certification in Project Management
- Strong track record in youth empowerment, livelihoods, or market systems development.
- Demonstrated experience in partnership management with government, private sector, and civil society.
- Prior experience leading large-scale advocacy or policy reform initiatives in Bangladesh.
- Familiarity with donor-funded project compliance and consortium management.

Compensation
Monthly consolidated salary: BDT. 1,70,000.00
