Position Title: MEAL Officer

Project Name: “Jagoron” project funded by SOS Children’s Village Worldwide (CVW), with technical support from SOS Children’s Village International in Bangladesh.

Location: CARE Bangladesh Dhaka Office

Duration: Duration of the contract will be up to November 30, 2026.

Scope of Work:

The MEAL officer will be responsible for developing and implementing a comprehensive MEAL strategy for the project. This includes leading the design of MEAL plans, ensuring effective data collection, and producing high-quality monitoring reports. The incumbent will play a key role in data analysis and interpretation, providing technical guidance to the field team and partner organizations to strengthen their MEAL capacity. Additionally, s/he will be accountable for managing both hard and soft data, ensuring accuracy, confidentiality, and timely reporting to donors and other stakeholders. The role also requires capturing program learnings, best practices, and impact stories, ensuring that the project’s progress is effectively documented and communicated.

In addition to overseeing data-driven decision-making, the MEAL officer will be responsible for maintaining and managing the project’s MIS tracker, ensuring all relevant data is regularly updated and accessible for program improvement. This position will be based at CARE Bangladesh’s Dhaka office, with frequent field visits to khulna and Gazipur to support field teams, monitor project activities, and assess progress on the ground.

 

II. Responsibilities and Tasks:

Responsibility # 1: Implementation of the MEAL system:

25%

  • Develop the capacities of staff involved with the MEAL system to ensure they play an effective role in its implementation.
  • Support project teams to develop the capacities of all project staff to ensure information is effectively gathered and used in decision making at all levels within the Projects.
  • Develop and implement effective “learning” systems for both beneficiaries and staff enabling them to better take up activities.
  • Monitor overall project implementation and propose preparedness and adaptations needed to achieve objectives, improve integration of approaches among implementing partner organizations, or improve coordination with external stakeholders.

 

Responsibility # 2: Reporting on the RESPONSE project:

20%

  • Liaise with project team and SOS for establishing effective information sharing/updating/ reporting mechanism.
  • Produce scheduled reports (monthly/quarterly/six monthly/annual) as per project requirements.
  • Assist the Project Manager and other project management colleagues through submission of timely data and information as requested.
  • Ensure that the project collects and organize all necessary information to produce substantial evidence against the indicators as was set in the proposal and log frame.
  • Build and sustain relationships with donors, networks, and stakeholders to enhance synergies and leverage resources.

 

Responsibility # 3: Development of an effective MEAL system:

20%

  • In line with Donor requirements, design the M&E system of the project in line with the project proposal and log frame.
  • Ensure the M&E system produces information catering to the needs of different project staff, as well as other important stakeholders.
  • Manage project MIS tracker for timely data input and analysis and share with relevant staff and stakeholders.

 

Responsibility # 4: Compliance of different rules and regulations:

20%

  • Ensure M&E compliance to SOS Children's Villages Bangladesh and CARE Bangladesh rules and regulations.
  • Follow carefully all donor and CARE Bangladesh requirements in the implementation of the M&E system.
  • Regularly monitor the M&E system to ensure all compliance issues are being maintained.
  • In consultation with the SOS Children's Villages Bangladesh, and M&E staff, ensure the effective compliance and response mechanism is established at their field.
  • Make necessary adjustments as and when required.

 

Responsibility # 5: Knowledge Management and developing Learning materials:

10%

  • Work closely with the SOS Children's Villages Bangladesh to Identify initiatives of interest, and to provide information around these areas to produce quality case studies, web updates etc.
  • Gather information, analyze and produce quality communication materials on achievements and lessons.
  • Facilitate learning reviews, reflection sessions, and adaptive management processes across the project cycle.
  • Ensure accountability mechanisms, including feedback and complaint systems, are functional and inclusive.
  • Guide terminal evaluations, ensuring findings inform project decision-making. Document and disseminate success stories, lessons learned, and best practices to enhance knowledge sharing.

 

General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults

5%

As part of this role, the job holder must adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties and comply with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

  1. Qualification:
  • Masters in Statistics, Social Sciences, Economics or   equivalent with a combination of qualifications and practical experience in relevant field.
  • Minimum 3 years’ experience in the relevant field focused on Humanitarian activities, gender, social norms, youth, climate justice and women’s empowerment projects.
  • Hands-on experience in MEAL frameworks, OCAT, and capacity development of CBOs/CSOs.
  • Clear knowledge and understanding of social and gender norms in the context of Bangladesh.
  • Strong analytical and conceptual skills.
  • Specialized coursework or certification in Project Management, MEAL, or Policy Advocacy.
  • Proven Skill in statistical and M&E software packages.  SPSS, MS Access and Excel is essential.
  • Strong commitment to accountability, social justice, promoting gender awareness and equality.
  • Ability to work effectively in a culturally diverse organization.
  • Ability and willingness to work in stressful situation and travel away from home and stay in the field.
  • Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate.
  • Ability to communicate effectively with people on all levels both inside and outside organization on issues that could be complex or sensitive in nature.
  • Strong communication skill in both verbal and written in English and Bangla.

Compensation

 

Monthly consolidated salary: BDT. 80,000.00
