Project Name: “Jagoron” project funded by SOS Children’s Village Worldwide (CVW), with technical support from SOS Children’s Village International in Bangladesh.

Location: CARE Bangladesh Dhaka Office

Duration: Duration of the contract will be up to November 30, 2026.

Scope of Work:

The Advocacy & YLO Specialist will strengthen youth-led organizations and lead advocacy initiatives. The role includes managing the Youth Challenge Fund, facilitating youth participation in governance and civic engagement, and promoting inclusive leadership of women and marginalized groups.

 

II. Responsibilities and Tasks:

Responsibility # 1: YLO Capacity Building:

30%

  • Conduct OCAT-based assessments and implement structured graduation pathways. This helps YLOs strengthen governance, accountability, and sustainability.
  • Deliver tailored training on organizational management, financial systems, and advocacy.
  • Structured support ensures YLOs are institutionally ready.
  • Provide ongoing mentoring to YLO leaders, focusing on leadership, inclusivity, and accountability. Continuous support builds long-term resilience.
  • Track YLO performance milestones and document progress.
  • Evidence-based monitoring supports adaptive support.

 

Responsibility # 2: Advocacy & Civic Engagement:

25%

  • Facilitate YLO participation in civic dialogues, policy platforms, and climate action campaigns. This amplifies youth perspectives in governance.
  • Train youth leaders on advocacy tools and campaign design. Enhanced capacity strengthens youth influence in decision-making spaces.
  • Support YLOs to engage local government in budget planning and youth service delivery. Local advocacy creates tangible change.
  • Promote women and marginalized youth’s participation in leadership positions. Inclusive representation ensures equity.

 

Responsibility # 3: Management of Youth Challenge Fund:

20%

  • Design transparent guidelines and selection processes for grant distribution. Fair mechanisms increase trust and accountability.
  • Provide technical assistance to YLOs and entrepreneurs applying for grants.
  • Mentor grantees in implementing climate-smart and socially impactful projects.
  • Provide them with practical guidance to ensure sustainability.
  • Monitor fund utilization and document success stories.
  • Lead learning management across youth challenge fund to improve future programming.

 

Responsibility # 4: Networking and Partnerships:

20%

  • Develop a YLO CRM and digital platform in collaboration with NYC to strengthen connectivity. Ensure this digital system streamlines resource sharing.
  • Organize Youth Forums and Youth Budget Assemblies with government partners. Make the events structured to increase youth policy impact.
  • Link YLOs with private sector actors and service providers.  Ensure the YLO are getting access to resource from the private sector stakeholders.
  • Facilitate peer-learning workshops across YLOs in Khulna and Gazipur. Share the  experiences to build stronger movements.

 

General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults

As part of this role, the job holder must adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties and comply with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

  1. Qualification:
  • Master’s degree in Social Sciences, Political Science, Development Studies, or related field; or equivalent combination of education and work experience.
  • Minimum 5 years’ experience in  policy advocacy, youth engagement, or governance.
  • Certification/Training in law, governance, advocacy, or youth leadership.
  • Proven experience working with community-based or youth-led organizations.
  • Strong skills in facilitation, training, and advocacy campaign design.
  • Experience with grant management, digital advocacy platforms, or policy reform initiatives.

 

Candidates need to be highly motivated and committed to CARE Bangladesh’s vision, mission, and long-term development work to significantly improve the lives of the most vulnerable and marginalized people. Candidates must be capable of displaying great learning agility, support and encourage knowledge sharing across projects, for the ultimate benefit of all of CARE’s mission wide initiatives.

 

 

Compensation

 

Monthly consolidated salary: BDT. 1,62,000.00
