I. Job Summary:

In the context of development of CARE Bangladesh programming strategy (2023-30), its aspirational goal and strategic directions, the PEARL team is rebooted as Impact Design Evaluation Analytics & learning (IDEAL) Team to support Country office and the program teams to maximize resources, evidence, learning and influence, and so ultimately, multiply program impact and contribute to organizational growth and transforming the organization as “SMART CARE Bangladesh”. This position will assist LEAD program analytic and other IDEAL Team members and focus areas are identified that the team should be focusing on in the next few years to materialize the vison and goal sets out by CARE Bangladesh

The Manager -Program Analytic and Learning will support CO knowledge management endeavors based upon agreed learning agenda developed in alignment with  CO strategy , Care 2030 learning agenda /CUSA strategy. S/he will work rolling out KML plan and will work with IDEAL and program teams as relevant to the learning agenda/plan.  design the Knowledge Management plan for the program in alignment of CARE Knowledge Management strategies and will be capable of institutionalize learning process and learning across program teams.  learning. The position will work on selected prioritized areas of KML activities and will work with Program/Impact Teams and support IDEAL and program teams to generate and use evidence widely. The position S/he will contribute to establish KML systems and processes tailored to the needs of program teams.  

 

II. Responsibilities and Tasks:

Responsibility #1: Coordinate knowledge management systems and processes

50%

  • Support establishing and rolling out effective KML systems and processes for the CO
  • Ensure effective process of collating and disseminating lessons learnt from program initiatives such as pilots, research, and evaluations.
  • Foster and support application of learning frameworks (Collaboration, Learning and Adaptation) across programs as relevant.
  • Support building technical evidence base from impact assessments, studies and research and support channeling findings for program learning and to support advocacy conversations and initiatives.
  • Collaborate with LEAD Program Analytics, LEAD- program monitoring and evidence, MIS Manager, program teams and provide support generating impact evidence

 

Responsibility #2: Develop Impact stories, knowledge and learning products

30%

  • In coordination with the IDEAL and program teams and IdeaLab collate significant lessons and repackage appropriate knowledge materials/learning products for sharing both internal & external audiences.
  • Support the process of preparing learning briefs from major evaluation or research activities conducted by the Program/IDEAL Team with the support of Program Analytic.
  • Review published/nonpublished Care/non-Care contemporary development journals, study reports to facilitate replication of good practices and learning.
  • Facilitate gathering of stories from the field reflecting the program’s sustainability journey and transition and develop impact stories and case stories.
  • Provide support in printing and publication of KML products

 

Responsibility #3: Foster and promote reflection and learning across program teams including regional and field offices

  • Systematize and promote implementation of the CARE Bangladesh KML process and support action planning, including regular reflection and review of innovation progresses in SMT/PMT /SLT leadership teams, and foster adaptive learning across program.
  • Work closely with LEAD program analytic and support organizing a KML Reference Group for CARE Bangladesh, with leaders and KML specialists from relevant team, to be responsible collectively for advancing KML practice across the organization (within the framework of the KML Plan)
  • Support organizing quarterly learning conversations, to facilitate and create formal and informal learning spaces in the work environment at CBDO and in the regions/field offices 
  • Build capacities across the organization to facilitate and create ‘informal learning spaces’ in the work environment, to support free flow and exchange of information and learning across all levels of the organization.

III. Reporting:  

Manager - Program Analytic and Learning reports to the Lead Program Analytics, IDEAL. This position will be based in Dhaka, reporting able to Lead Program Analytic and directly accountable for developing Learning agenda in alignment with Care 2030 learning agenda and Co Strategy and program team needs

 

IV. Working Condition:  

This position is based in Dhaka with approximately 10% field travel as needed

 

V. Qualification:  

  • 5 to 6 years of experience in data analysis, report writing, communications, story writing, and facilitation.
  • Masters degree in Sociology, Development Studies, Statistics or any other discipline.
  • Significant experience of collaboration among different components of a project or many projects as a part of core team member of an organization.
  • Highly analytical with excellent verbal, written and presentation skills.
  • Proficient skills in reporting and presentation in English is mandatory.
  • Ability to meet deadlines under pressure, build consensus and work successfully with diverse stakeholders.
  • Knowledge of the development industry and its sectors.
  • Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.

Compensation

Monthly gross salary: BDT 111,768 (Negotiable). In addition, CARE offers Provident Fund, Gratuity, Festival Bonus, Leave Encashment, Life and Health Insurance, Working Mother Benefits and Day Care Facilities etc.
