  1. Job Summary:

Women and girls are at the core of all CARE programs because they represent half of the marginalized group, and it is not possible to overcome poverty until all people have equal rights and opportunities. CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.

CARE seeks a Technical Coordinator- Gender for the Women Lead in Emergencies (WLiE) project. This is a 4-year grant funded by Agence Française de Développement (AFD). CARE's Women Lead in Emergencies (WLiE) is a programmatic approach designed to strengthen the full participation of women on the front line of fragile and volatile contexts so that they can actively contribute to the design and implementation of projects in response to the multiple crises that affect them (food insecurity, forced displacement, GBV, and insecurity). WLiE has been designed to adapt what works in development contexts to nexus and humanitarian settings and to provide women’s rights organizations with flexibility and funding to decide on their organizational needs and priorities, whether this is conflict prevention, peacebuilding, emergency preparedness, and response, and/or early recovery and building resilience to future shocks.

The Technical Coordinator- Gender, will play a crucial role in promoting, integrating, and implementing gender equality within community-led climate justice initiatives. This role is pivotal in driving awareness, advocating for change, and ensuring that our organization fosters an inclusive environment where diversity is celebrated, and all individuals are treated equitably.

The Technical Coordinator- Gender will be responsible for developing and executing a capacity-building plan for the overall team (including staff of partner organizations). She will be responsible for ensuring that staff are well-equipped to implement gender transformative approaches in this project. She is expected to provide technical guidance and prepare training manuals and program guidelines to ensure that all guidelines, program messages, and manuals meet the quality standards of gender transformative, climate justice, and social norms approaches. The incumbent is expected to emphasize providing technical support on advancing and integrating gender issues. The Technical Coordinator-Gender will work with the guidance of the Director WYEP. She is expected to improve gender equality-related technical standards within climate climate-vulnerable context. She will uphold CARE Bangladesh's values and ensure programming and organizational principles.

 

ii. Responsibilities and Tasks:  

Responsibility #1: Guiding/developing technical materials (training guidelines, manuals, etc.

  • Develop technical guidelines, modules and guide project staff to implement the strategies and activities that meet quality standards and enable consistent implementation of quality standards.
  • Develop and implement strategies to integrate gender equality and inclusion principles into all aspects of the project operations.
  • Collaborate with senior management to establish goals, policies, and frameworks that support gender equality
  • Provide thematic and mentoring support to field-based teams in developing gender-transformative community mobilization and support strategies by adopting climate vulnerabilities within the project with quality standards.
  • Contribute to developing session guides and training manuals.
  • Guide project team (both CARE and Partner) in designing and organizing different
  • Develop plan for National/international days including 16 days of activism, International Women’s Day, and National Disaster Preparedness Day, etc.

 

Responsibility #2: Develop and Implement capacity Building strategy for the project following gender transformative approaches.

  • Develop capacity building strategies for the project in detail and develop a year-round plan for providing training to the project staff
  • Oversee the implementation of gender equality and inclusion programs and initiatives.
  • Facilitate the process of continuous capacity building of field-based staff and support partner to ensure the capacity of women group members.
  • Facilitate gender transformative approaches and actions to strengthen project interventions.
  • Assist the field implementation team in identifying mechanisms for supporting women group members on gender-sensitive responsibilities in their action plan.
  • Support Rapid Gender Analyses of Power and Participation (RGA-P) with community women’s groups.
  • Provide regular technical assistance to the PNGOs and CARE staff with feedback to identify gaps and further improvements for the women-responsive interventions.

 

Responsibility #3: Mainstreaming gender in project planning, implementation and monitoring Process.

  • Develop operational guidelines for the field implementation team on women's empowerment for project interventions as and when necessary.
  • Develop WE & GED assessment tools of analysis, planning, and implementation to maintain gender equality.
  • Conduct or coordinate training sessions on topics related to gender equality, diversity, and inclusion for staff at all levels.
  • Present the gender strategies, tools, formats, and guidelines to the relevant donors and stakeholders to ensure buying-in.
  • Collaborate with WLiE global research team and M&E to develop research tools, and methodologies to capture change and success stories.
  • Passionate to facilitate climate justice interventions, advocating for equitable solutions to environmental challenges, supporting women groups and vulnerable communities in the face of climate disaster.
  • Assist project staff in documenting the implementation process and case studies to capture the best practices relating to the project plan and disseminate them to the relevant stakeholders.

 

Responsibility #4: Linkage and coordinate internal and external relevant stakeholders

  • Establish networking with likeminded organizations regarding women empowerment rights issues
  • Participate in national and regional meetings/forums on women's empowerment related to project interventions.
  • Establish purposeful relationships with individual organizations and agencies working on women's empowerment and girls’ rights issues.

 

 

Responsibility: Responsibilities on Safety and Security, Gender and Inclusion and Safeguarding of children and vulnerable adults:

Technical Coordinator - Gender is based at CARE Bangladesh Dhaka Office, with approximately 50% field visit.

 

  1. Qualification:  
  •  5-7 years of demonstrated experience in gender, social norms, climate justice, and women’s empowerment projects, with expertise in developing training curricula and modules.
  • Master’s in Gender Studies/Social Science/Environmental science or any discipline from a reputed university if accompanied by excellent relevant experience.
  • Designing and facilitating training/workshops on gender audit and/or gender program analysis, and gender-targeted support.
  • Mainstreaming gender equity within project interventions and experience in climate adaptation.
  • Communication, linkage, networking, and negotiation capability with private and public institutions.
  • Demonstrated awareness of Social Norm strategy for promoting an enabling environment and responsiveness to gender and social issues in cross-cultural contexts.
  • Analytical and report writing skills.
  • Clear knowledge and understanding of social and gender norms in the context of Bangladesh.
  • An ability to communicate effectively with people on all levels both inside and outside the organization on issues that could be complex or sensitive in nature.
  • Skilled in MS Office software.
  • Strong in written and verbal English and Bangla communication.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.

Compensation
