There is continuous new influx of refugees resulting in increase in population at multiple sites, which is overloading existing WASH facilities due to heavy use. Settlements are expanding quickly, with many more people still searching for space to make temporary shelters. There are acute humanitarian needs in the new settlements especially for emergency/lifesaving WASH support. The shortage of WASH facilities has also raised the risk of AWD outbreak.
CARE Bangladesh is being implemented the ‘Provision of life-saving WASH services to the Rohingyas refugee population in the Camp-15, 16 Ukyhia sub-district, Cox's Bazar district’ with a project funded by UNICEF. The location of the project is Ukhia Upazila under Cox’s Bazar district.
The WASH Information Management Officer-with the support from WASH Program Manager, Technical Manager, Project Officer, Infrastructure Officer, the incumbent will plan, coordinate, and implement GPS data collection, analysis, GIS Mapping and information dissemination. S/he will also ensure MEAL process and programmatic activities are in line with World Vision, Donor MEAL guideline, policy, and standards.

II. Responsibilities and Tasks:

Responsibility # 1: Elaboration of WASH data collect and management

- Lead WASH sector data collection processes and the overall data management activities including encoding, storing, processing and compilation at inter sector level, as well as following up with sector/agency focal points on the data processing.
- Produce and update standard information products based on inter sector 3/4W data, ONA report including maps,
- Support in the design and implementation of standardized data collection templates, harmonized reporting indicators and monitoring of humanitarian response activities.
- Provide technical support for analysis of data as well as visualization for presentation to the inter sector coordination group (such as handouts, gap analysis, power point presentation) and reporting as required.
- Support the development, dissemination, and adaptation as necessary of information management tools.
- Support the need-based analysis through data management, GIS analysis to identify targets, coverage and gaps in consolidating inter sector humanitarian response. Support the coordination and implementation of coordinated needs assessment in partnership with humanitarian actors and government counterparts.

Responsibility # 2: Conduct/facilitate study, case study collection and quality check WASH infrastructures

- Organize, Supervise and conduct KAP, Outcome Monitoring, PDM and other assessment at field level.
- Responsible for all Quarterly and Monthly progress report for internal and external stakeholders.
- Different kind of quality documentations, stories & Case Studies considering project progress and positive changes in people's lives throughout the project implementation.
- Organize and maintain spatial data of all WASH facilities in accordance with the relevant data management protocols.
- Perform advisory, technical assignments and mapping of WASH interventions in the use of Geographic Information Systems (GIS).
- Supervised and monitored the community volunteers in data collection techniques.
- Support and coordination with UNICEF-Planning Monitoring and Reporting section.
- Participate in the 3rd party monition report sharing meeting and provide information support to World Vision WASH team to take appropriate measure to improve field interventions.
- Arrange practical training to the staff at field level and Provide necessary guidance for their improvement.
- Maintain strong partnerships and regular liaison with key stakeholders in relation to other sectors and agencies and government counterparts.
- Provide technical support to the sector and agency CARE WASH sector focal points in works related to data collection, implementation, data processing and analyses.
- Performed other duties as may be assigned.

Responsibility # 3: Documentation and reporting
|

- Provide regular progress reports to the line manager.
- Preparation of weekly and monthly narrative progress reports for activities undertaken.
- Preparation of weekly/monthly work plans and expenses projections, etc.
- Conduct assessments and case studies on best practices.

Responsibility # 4: Adhere to and support CARE Bangladesh’s Safety and Security policy and systems
|
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties, and comply, at all times, to safety & security protocols and directives, including reporting. V. Qualifications and Experience:
|
- Master’s degree; preferably in Urban and Regional Planning/GIS/Statistics/Geography or relevant discipline.
Experience & Technical Skills:
- Minimum of three (3) years’ practical work experience working with vulnerable communities in the field of water/sanitation, WASH, hygiene or public health.
- Perform advisory, technical assignments and mapping of WASH interventions in the use of Geographic Information Systems (GIS).
- Proven experience in community mobilization, training and /or teaching.
- Deep understanding of age, gender and diversity issues with regard to WASH.
- Knowledge of minimum WASH standards (e.g. Sphere).
- Proficiency in using computer software e. g MS office and internet.
- Communication skills in both verbal and written English and Bangla.
- Good interpersonal and team management skills.
- Computer skills in computer software e. g MS office, internet.
- Gender awareness and a commitment to gender equality.
- Experience in maintaining stakeholder relations with local government, administration, and civil society.
- Motorcycle driving with a permanent and valid driving license is highly preferable.

VI. Core Competencies:

- Facilitation skills and knowledge in pro-poor program implementation.
- Leadership and managerial skills to supervise large field force.
- Knowledge of multicultural intervention and ability to deal with GO, NGO, CBO & LEBs.
- Experience in participating Learning Action and Community Led development approach.
- Good understanding about rural community, its dynamics, power structure and development issues.
