Position Title:  Team Leader under Collective Impact on Future of Work in Bangladesh Project

Location: Based at Gazipur

Duration: Duration of the contract will be up to March 31, 2022 with high possibility of extension.

The Collective Impact on Future of Work in Bangladesh Project will support women working in the Readymade Garment (RMG) sector to strengthen their resilience capacities to cope with the negative effects of the COVID-19 pandemic. It is a continuation of the ongoing project “Future of Work for female garment workers in Bangladesh: Action for resilient and secured pathways”. The current phase will provide the foundation for the forthcoming scenario planning for upcoming phase of collective impact initiative. The previous intervention was served a greater number of RMG women workers, children, men and women, supporting them to absorb and recover from the shocks and loses due to the COVID-19 pandemic. The overall goal of the project is to increase resilience of female workers to respond to changing contexts within the workplace and communities. We intended around 11,000 women will have greater capacity to respond to and recover from future and current adverse impact on livelihood. This program is implemented under the program on dignified work which aims to create dignified work for all women. This thematic program implements mutiple projects on capacity building of workers and the entire eco system with in the RMG sector.

The Team Leader – Collective Impact on Future of Work in Bangladesh for responding, recovering and mitigating impacts of COVID19 in RMG sector will be responsible for overseeing the Project and contribute to develop programming on collective impact with focusing gender in emergencies for CARE Bangladesh.  S/he will provide leadership to collective impact phase and be responsible for ensuring that the project objectives are met.  S/he will be managing technical coordinator, program officer, psychosocial counselor, health team and remotely the women friendly space facilitator’s team. This position is reportable to the Program Director- Women and Girls Empowerment Program. He/she will also play a pivotal role in providing adequate technical monitoring and mentoring support to the field/operations teams to ensure technical quality throughout the project implementation cycle. S/he will have to ensure quality and timely reports to donors and oversee that all government and administrative procedures are properly followed. S/he will be responsible for fund management of the project. The position holder will work closely with project’s partners, and promote CARE visibility, and disseminate good practices, standard operating procedures and lessons learned in technical aspects of the project.


II.            Responsibilities and Tasks:

Responsibility # 1: Lead and manage the operational planning and implementation of Collective Impact on Future of Work in Bangladesh project.


  • Prepare the detailed implementation plan and budget of the project in line with donor’s requirement and CARE's programming principles.
  • Take lead in the designing of impactful and practical responses to the COVID-19 outbreak, considering the specific risks facing the most vulnerable groups in Bangladesh.
  • Provide strategic and tactical guidance to the project staff members to ensure the effective and efficient delivery of the project.
  • Ensure that implementation process/strategies and relevant policies/procedures are properly followed at every stage of the project implementation.
  • Develop timely budget forecasts, monitor budget utilization and manage the budget and other resources in line with the approved plan.
  • Ensure all necessary government approvals for the project.
  • Review progress, constraints, challenges, scopes and opportunities and initiate necessary steps for effective implementation of collective impact project.
  • Ensure that procurement of project resources (vehicle, furniture, equipment, stationaries, consultant, etc.) is done in compliance with CARE’s and donor’s policies and procedures. 
  • Make sure that necessary administrative, logistic and other supports are provided timely for smooth operation of the project.
  • Ensure that engagement with local government and other stakeholders are maintained
  • Ensure adequate and appropriate communication and coordination with all other projects under dignified work of CARE operating in that area.
  • Work closely with backbone partner, and other partners of Collective Impact on Future of Work initiatives of Bangladesh.


Responsibility # 2:  Ensure performance management of staff and a positive work culture within the project.


  • Ensure that the project staff members have clear understanding of the Collective Impact on Future of Work in Bangladesh project, i.e. objective, outcomes, outputs, activities, implementation methodologies, etc.  
  • Build the competencies of the project team in line with the project objectives. 
  • Identify staffs' capacity improvement areas, and take steps (appropriate with global standard during Covid pandemic period to address those as appropriate.
  • Create/nurture the environment that respects and promote gender equity and diversity.
  • Nurture positive and supportive attitudes among project staff.
  • Supervise staff's performance, and provide constructive feedback for development.

•     Ensure that performance management system of CARE is implemented at the project level.

•     Initiate and manage staff recruitment as and when required.


Responsibility # 3: Program Development in Collective Impact on Future of Work in Bangladesh project focusing gender in emergencies.


  • Support in identifying most appropriate programming interventions for addressing gender in emergencies through the Collective Impact on Future of Work Project in RMG sectors.
  • Support in developing proposals for next phase of collective impact on future of work in Bangladesh addressing gender in emergencies.
  • Facilitate learning groups or working groups on gender in emergencies.


Responsibility # 4:  Knowledge Management, Reporting and communication


  • Provide overall guidance to plan, coordinate and manage key monitoring and evaluation events, including baseline, situation analysis, evaluation and formative research, in close collaboration with relevant teams in CARE Bangladesh.
  • Ensure that project's M&E framework is in place and the relevant staffs are aware of the M&E framework, data collection tools and their knowledge management roles.
  • Review monitoring findings of the project and initiate necessary actions for improvement.
  • Prepare/edit/finalize project level reports (quarterly/six-monthly/annual/final narrative reports and other reports) as per need of the project/donor/organization, and send them out as appropriate.
  • Ensure and oversee that adequate resources and systems are in place to capture and document best practices and lessons learned by the project.
  • Ensure that  project learning and achievements are shared with  both internal and external stakeholders.


Responsibility #5: Security


As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

Gazipur base. The incumbent is expected to provide time extensively in the field.


V.   Qualification and Experience:  

  • Minimum 7 to 8 years of senior management experience in project management in the area of gender and emergencies. Experience of work in readymade garment sector is preferred.
  • Proven experience combining formal expertise on gender mainstreaming and gender equality with experience of applying these concretely to specific needs during emergencies.
  • Masters in Social Science/Gender Studies/Anthropology/Law or other relevant discipline with emphasis on development.
  • Proficient in creating issue specific linkages with various stakeholders involved with the issue.
  • Direct experience of staff management and fund management.
  • Sound knowledge of the economic, political and social issues concerning gender relations, women’s rights and workers’ rights in Bangladesh.
  • Good knowledge on M&E systems that can feed information and data required for improving program quality and generating deeper impact.
  • Proven capacity of facilitation/training.
  • Experience of proposal and donor report writing.
  • Good interpersonal skills.
