Position Title: Technical Coordinator – Capacity Building and Gender Mainstreaming under Collective Impact on Future of Work in Bangladesh Project

Location: Based at Gazipur

Duration: Duration of the contract will be up to March 31, 2022 with high possibility of extension.

The Collective Impact on Future of Work in Bangladesh Project will support women working in the Readymade Garment (RMG) sector to strengthen their resilience capacities to cope with the negative effects of the COVID-19 pandemic. It is a continuation of the ongoing project “Future of Work for female garment workers in Bangladesh: Action for resilient and secured pathways”. The current phase will provide the foundation for the forthcoming scenario planning for upcoming phase of collective impact initiative. The previous intervention was served a greater number of RMG women workers, children, men and women, supporting them to absorb and recover from the shocks and loses due to the COVID-19 pandemic. The overall goal of the project is to increase resilience of female workers to respond to changing contexts within the workplace and communities. We intended around 11,000 women will have greater capacity to respond to and recover from future and current adverse impact on livelihood. This program is implemented under the program on dignified work which aims to create dignified work for all women. This thematic program implements mutiple projects on capacity building of workers and the entire eco system with in the RMG sector.

Technical Coordinator- Capacity Building and Gender Mainstreaming will be responsible for developing capacity of frontline staff and providing technical suppprt to the team at the ground. S/he will also be responsible for delivering project and plan, and identify avenues for livelihood security for unemployed female workers. S/he will provide support to team leader and project management for execution of activities, knowledge management and ensuring systems are put in place to minmise risks associated with components that entailing direct delivery such as GBV refferal, linkage and support services.  S/he will also be responsible for facilitating and builing partnership with local services providers and establishing MoU with service providing institutions (health, protection, legal etc.) to improve coordination and effectiveness of referral services. S/he will provide back stopping support to ensure that all guidelines are implemented on the ground. The incumbent will also ensuring progress and quality monitoring systems for the project. S/he will be responsible for developing ideas for longer term interventions to support female workers to recover from loss of livelihood.

 

II. Responsibilities and Tasks:

Responsibility # 1: Facilitate capacity building process and establish partnership with local services providers and institutions.

  • Develop capacity building plan for field staff specially the Women Friendly Space Facilitators, community facilitators and Program officer.
  • Prepare gender focus tools and methods to monitor to what extent the activities deliver in line with project’s results frameworks.
  • Support project team to capture community perceptions, women worker perspective, workplace environment, and priority GBV support services during and post COVID pandemics.
  • Establish partnership with local services providers and establishing MoU with local service providing institutions (health, protection, legal etc.).
  • Facilitate an effective GBV refferal, linkage and support services for women to improve and pertinent services
  • Provide technical support to the WFS Facilitators, Psychosocial Counselor, Health Team and other team for effective organizing awareness campaign, workshops, training and sessions.
  • Assist in developing Field staff capacity through training and providing ongoing support and guidance to staff in the field.
  • Assist in developing activity plans and implementation of the progress of activities
  • Support to track the progress and documents the center-based session, workshops, and training program vis a vis project targets.
  • Assist in ensuring that project guidelines, approaches and strategies are well understood by the field staff are adequately supported in implementing relevant approaches and strategies.
  • Support provide to prepare the training materials as and when necessary

 

Responsibility# 02: Ensure thematic issues, compliance and monitoring of field activities

20%

  • Work closely with project backbone partners and other partners for enhancing thematic issues such as gender, inclusivity and other emerging issues as appropriates.
  • Work as Gender Focal of the Collection Impact Project, and represent CARE with external and internal partners, audiences, stakeholder and relevant government departments.
  • Support to collect gender disaggregated data collection, analysis and reporting following the project results frameworks and key performance indicators.
  • Identify gender gaps and social inclusions, and its implication in RMG sectors of Bangladesh.
  • Ensure organizational compliance related policies are implemented by all staff
  • Develop the tools and guidelines as an when required

 

Responsibility # 3: Identify and implement livelihood linkage strategies for female workers

20%

  • Identify strategies to link unemployed women with locally available market opportunities
  • Support the team in developing ideas for long term strategies for providing long term support
  • Develop and identify opportunities for alternative skills development, upskilling/reskilling of RMG workers.

 

Responsibility # 4: Support in donor reporting and other documentation related requirements and develop reports/knowledge management products

20%

  • Work closely with team members to capture learning and development of documentation
  • Monitor and track the progress/achievement against objectives of the project
  • Ensure pro-active actions on addressing challenges in implementation of the cash grant component and
  • Lead and coordinate rapid analysis of covid-19 situation
  • Produce high quality briefs, reports and products
  • Facilitate innovations, maintain flexibility, and ensure learning culture to examine best practices around capacity building.

 

 

Responsibility #5: Security

 

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

  1. Qualification:
  • Over 5 to 6 years’ experience in the field of development, with particular experience in senior level providing technical and capacity building support
  • Masters in Social Sciences, Economics and Business Management
  • Understanding of women workers issues in RMG and knowledge on the ecosystem of the sector.
  • Experience of working with private sector actors
  • Good documentation skill
  • Experience on facilitation, curriculum development and IEC & BCC materials development
  • Fluent in Bangla and English.
  • Computer skills on MS word, Excel, Power point.
