CARE seeks an Advisor - Health System Strengthening (HSS) for an anticipated USAID-funded Nutrition project in Bangladesh. The goal of this project is to improve the nutrition outcomes of pregnant and lactating women, and children less than five years old in Bangladesh. As part of supporting Bangladesh to achieve its Journey to Self-Reliance, it will address the inequitable nutrition outcomes of the most vulnerable segments of the population through a targeted community-health system strengthening approach.

The Advisor-HSS will work closely with the Deputy Chief of Party and other technical leads to ensure engagement with existing health system and integration of health & nutrition within health system throughout project duration. S/he will provide strategic oversight and technical guidance to, and resolve challenges in improving health system for better nutrition outcomes. This involves continually monitoring program tasks, better planning for health system work and activities against results; minimizing duplication of personnel activities; providing technical support to implementing partners and defining, developing and using standard operating procedures and guidelines.

The Advisor-HSS is also expected to promote learning and innovation from the assigned work areas. This includes adapting tools and systems; promoting data-driven, evidence-based actions; expanding successful activities’ breadth and depth; building capacity to work in new ways; and communicating best practices to relevant parties.

 

II. Responsibilities and Tasks:

  • Oversee the coordinated planning (of activities and resources) and implementation of strengthening health system component in line with program strategies, technical standards, and expected results.
  • In collaboration with the Deputy Chief of Party and other technical component leads, ensure the adequacy of planning, monitoring and reporting and competence for the effective scale up of program interventions to meet established programmatic and financial targets and timeframes.
  • Develop and implement systems/techniques that address health system gaps and other pertinent sectoral issues for nutrition outcomes. Resolve/facilitate the resolution of technical issues.
  • Coordinate at national and sub-national level for solutions with resources to minimize and overcome health system gaps in the project locations for nutrition outcomes.
  • Provide strategic oversight of component tasks and activities, including participating in budget discussions and planning.
  • Conduct monitoring visits to observe field activities to see progress of results.
  • Serve on the program’s Senior Management Team.
  • Promote quality, efficiency, integrity, and learning throughout program duration.
  • Mentor and supervise direct report/s, including the system coordinators.

This position is based in Dhaka, Bangladesh

 

  1. Qualification:
  • Minimum of 08 years’ experience leading, managing and implementing efforts to improve health system specially community health system for pregnant women, lactating mother and U5 children.
  • Minimum Master’s degree in public health, social sciences, or related field.
  • Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.
  • Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff.
  • Ability to respond on short notice and plan and execute several activities at once.
  • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
  • Proven experience hiring, training, and supervising technical teams.
  • Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams.
  • Proven experience working in Bangladesh health system at senior level.
  • Excellent English oral and written communication skills; knowledge of Bangla preferred.
