Position Title: Deputy Chief of Party under SHOUHARDO III Program

Number of Positions: 01

Location: Based in CARE Bangladesh Dhaka Office.

Duration: Duration of the Contract will be up to September 30, 2022.

 The Deputy Chief of Party is the primary lead for ensuring that SHOUHARDO III is designed and implemented effectively. He/she will by working with technical specialists and select operational management staff, identify approaches and strategies that together achieve best impact for the program participants.

The incumbent shall possess strong technical and leadership skills that will enable them understand and grasp the multi-dimensional complex concept and underlying causes of food security with particular focus on the interventions undertaken in the program. The Deputy Chief of Party will help program staff navigate the context the program is implementing starting from community realities, an array of stakeholders specifically private sector and public service providers to ensure sustainable program impact. She will work closely with field offices to ensure effective implementation of the strategies and actions. The DCOP will ensure appropriate sequencing and integration in technical approaches and strategies to implementation. She will devise systems to provide on-going support to ensure “quality” programming is being implemented.  Additionally the incumbent will engage other technical units in CARE Bangladesh to ensure adequate cross-fertilization of learning and cutting edge approaches for mutual benefits.

The DCOP will act as the Chief of Party in his/her absence and work closely with four other senior staff.


II. Responsibilities and Tasks:

Responsibility # 1: Ensures appropriate program implementation approaches in the program implementation locations


  • Works with Dhaka based staff, field based staff and partner NGO staff to ensure appropriate understanding of programmatic approaches especially ongoing adjustments.
  • Ensures there are appropriate tools and skills for implementing specific activities.
  • Leads the technical teams in replicating positive approaches in programming and at the same time troubleshooting and revising those that don’t work appropriately.


Responsibility # 2:  Ensure appropriate sequencing and integration of various technical streams in the program.


  • Develops a common vision for the program technical teams to ensure coherent programing
  • Identifies areas of common intervention across technical areas and formulates mutually reinforcing implementation strategies
  • Supports the technical team leads in contextualizing high level goals into local contexts assuring maximum possible outcomes; this involves highly dynamic choices that may vary from one geography to the other.
  • Ensures program interventions line up with program goals and weeds off unnecessary activities or those that don’t have direct impact on the goals.


Responsibility # 3: Ensures integration of program learning and external lessons for enhanced impact.


  • The DCOP will lead the technical teams in following through with internal learning and building clear approaches that build on program impact.
  • Will engage through organizational and personal networks to identify learnings and approaches in similar contexts and bring those into programmatic learning.
  • Formulates a process for assessing effectiveness of technical strategies and approaches in the field that involves both Dhaka based technical teams and field based technical managers.
  • Regularly identifies areas of necessary technical and operational improvements and action and recommends appropriate changes for CoP endorsement.


Responsibility # 4: Contributes to Learning, Knowledge Management, M&E analysis and reporting. to KM, M&E and reporting 


  • Leads the identification of high level program learning areas and works with KMAL to translate those into research or other learning activities.
  • Engages with the M&E data analysis process to ensure coherence and pick specific areas of concern or success and leads actions for remedies and or scaling up in the program.
  • Work with M&E Unit and provide technical input regarding any definition and/or clarification of the definition of the purpose level indicators. 
  • Work closely with outside evaluation team and other research teams.
  • Accompanies and facilitates learning visits by donors, CARE staff and other stakeholders.
  • Take such learning’s and ensure effective promotion in the Project such that best practices are taken up across different regions.


Responsibility # 5: Planning and Reporting


  • Leads technical teams in developing activity level planning guideline for partners that includes targets, sequencing and dependencies necessary for best impact.
  • Works with the Head of Partnerships, Operations and Resources to ensure that adequate resources are available for planned activities and where resource restrictions are encountered support the prioritization process.
  • Reviews NGO activity plans to ensure that they are in line and are sufficient to achieve program goals.
  • Develops and updates technical reporting tools for use by technical teams at field level.
  • Receives, reviews partner and CARE staff technical reports and compiles them into one technical program report.


Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III. Reporting to:  

The Deputy Chief of Party, reports to the Chief of Party (CoP), SHOUHARDO III Program.


IV. Working Condition:  

The DCOP is based in Dhaka with 25% field travel.


  1. Qualification:
  • At least 10 years professional experience at a Senior Management position in technical management of Food and Livelihood security projects.
  • Masters in Social Sciences or related areas.
  • Quantifiable experience in one or more of the following areas (a) community mobilization for community led development, (b) public service promotion models or (c) working with private sector to achieve development results for rural poor.
  • Excellent verbal and written communication skills in English and Bengali.
  • Computer literacy on and commonly used software like Power point, MS-Word and MS- Excel.

  • Highly adaptable personality who can identify areas of change and lead in the application of those adjustments.
  • Able to lead complex teams, each with individual, and often, competing mandates.
  • Ability to translate development challenges into opportunities.
  • Strong communication skills and capacity to relay complex messages in simple and easy to follow content and methods.
  • Demonstrable experience of managing complex technical teams.
  • Strong team leadership skills.
  • Good networking and influencing skills.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
