Position Title: Senior Technical Manager - Livestock under SHOUHARDO III Program

Number of Positions: 01

Location: Based in CARE Bangladesh Dhaka Office.

Duration: Duration of the Contract will be up to March 31, 2022.

The Senior Technical Manager - Livestock is one of the STM positions based at CARE Bangladesh Dhaka Office (CBDO)  with overall responsibility to build capacity and provide on the job technical support and guidance to the PNGO Technical Officer - Economic Development (TO-ED), Field Trainers-Economic Development (FT-ED) to have better skills and understanding of the strategies, activities, tools and accordingly be able to ensure integrated and quality implementation and monitoring of the purpose- related activities to sustainably improve overall food security of the Poor and Extreme Poor (PEP) participants of the program. The STM-L will plan and provide sufficient time to strengthen capacity of the TOs-ED, FT-ED and Local Service Providers (LSPs) accompaniment, coaching and mentoring, as required.

The STM – Livestock will sit within a team of technical managers and is required to ensure that his/her work builds on achieving an integrated program. The STM – Livestock with particular specialization (e.g. STM-A&L, STM-OL&FI, STM-DCRM) will need to plan and travel to the other region to guide the PNGO TOs on the required areas.

S/he will also be responsible to uphold organizational values and exercise them at all levels. Promote appropriate organizational culture and be a role model for other in the team. Help to promote and establish CARE-Bangladesh as a gender sensitive organization in development arenas, both national and international. Uphold and ensure the implementation of mission mandates on gender equity, equality and diversity in organizational development and programmatic intervention levels.

 

II. Responsibilities and Tasks:

 Responsibility # 1: Support PNGO technical staff on strategies and guidelines, and planning   activities and setting targets

20%

  • Work closely and support PNGO technical staff to better understand present priority of program including program sustainability, integration strategy, modules and guidelines.
  • Support TO-ED in developing their plans, setting targets (district, upazila, union and village levels) and implementing in the field.
  • Support PNGOs in revising mid-year activity plan and budget.

 

Responsibility # 2:  Builds PNGO technical staff capacity to effectively implement with special focus on service model

20%

  • Support Team Leader-A&L in defining content and in developing training modules and guidelines with special focus on service models and sustainability.
  • Assist Team Leader-A&L to conduct capacity building trainings for TOs/FTs-ED/LSPs in line with livestock value chain.
  • Support PNGO TOs-ED in understanding and unrolling the program updated strategies including integration and the activities in field.
  • Support TOs-ED to conduct training for the FTs-ED and LSPs.
  • Provide regular and need based on the job support to TOs-ED (through accompaniment in the field).
  • Participate in PNGO staff meetings and share findings and learnings.
  • Contact with the Team Leader-A&L for any clarification or guidance required for the PNGO technical team.

 

Responsibility # 3: Assures quality of program interventions

  • Sample checks on TOs actions in adherence to required skills and guidelines.
  • Take necessary steps to improve the skills.
  • Support Team Leader-A&L in reviewing effectiveness of approaches in addressing felt needs
  • Guide TOs/FTs-ED to monitor quality aspects of the program activities and results.

 

Responsibility # 4: Anticipates, identifies implementation challenges and responds to technical needs of PNGOs

20%

  • Visit field observe activities, discuss with staff, participants and other stakeholders and identify issues and provide immediate guidance on the issues
  • Respond to immediate needs of the TOs-ED
  • Provide revised guidelines and required guidance to TOs in consultation with Team Leader-A&L as appropriate.
  • Visit field to understand the root causes of food insecurity of target populations, and the program implementation challenges.
  • Guide and support the PNGOs to understand and address the problems of the field.
  • Provide need based technical support to the PNGOs.

 

Responsibility # 5: Identifies actors relevant with livestock development (eg-DoL, Company, LSPs etc.) and builds internal and external networks necessary  for peer, technical, scale up, advocacy, sustainability and other appropriate purposes

  • Represent in different networks and alliances related with Livestock development at regional level as appropriate,
  • Provide necessary accompaniment support to TOs for networking and linkage
  • Share experiences and opportunities with relevant PNGO staffs

 

Responsibility  # 6: Supports Program Learning, Reporting and Other Ad-hoc Activities:

  • Support in preparing qualitative reports -QPR, ARR
  • Provide guidance to TOs-ED for learning documentation as required
  • Attend technical meetings and events; and workshops
  • Address ad-hoc information requests, from time to time.

 

Responsibility # 7 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV. Working Condition:  

Based at the CARE Bangladesh Dhaka Office (CBDO) with 60 % time travel in the field.

 

  1. Qualification:
  • 6 to 7 years’ experience as senior level position in relevant field.
  • Master’s in Animal Husbandry/ DVM background from a reputed university.
  • Excellent communication and presentation skills, including fluency in written and spoken English.
  • Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.
  1. Core Competencies:
  • Solid conceptual and technical understanding on livestock value chains.
  • Interpersonal communication skills and team player.
  • Exposure in dealing with Government line departments, academia, research institutions, private sectors and relevant LSPs.
  • Proven track record to work with private partners. 
  • Understanding on promotion of affordable and inclusive business model in livestock sub-sectors. 
  • Skills around linkage development, networking and negotiation with private and public institutions including research organizations
  • Analytical and report writing skills.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
