I. Job Summary:

CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.

Since August 2017, the influx of Rohingya refugees into Cox's Bazar has required an emergency response aligned with CARE's humanitarian mandate to support crisis-affected populations. CARE is addressing the crisis across sectors, including Protection, Health, WASH, and SMSD. The AHP Consortium, comprising three INGOs and four NNGOs, aims to enhance the response for both Rohingya and host communities. As the lead agency, CARE oversees program planning, field execution, quality control, monitoring, and strategic coordination with consortium partners CARE is recruiting a Team Leader for a DFAT-funded, multi-year project to lead and ensure effective coordination, management, and quality implementation of emergency operations in Cox's Bazar.

Cox's Bazar, one of Bangladesh's poorest districts, faces severe challenges due to frequent natural disasters. cyclones, floods, and landslides increase local vulnerability. The situation worsened in 2017 when over 902,984 refugees (201,150 households) from Myanmar settled in Ukhia and Teknaf. The host community initially showed great generosity, sharing resources with the refugees. However, the prolonged refugee presence has strained already scarce resources, impacting both communities' well-being and livelihoods and leading to deteriorating relations and heightened vulnerability.

The region faces severe disaster risks, with precipitation three times the global average, increasing the likelihood of flash flooding. Over 40% of homes fail to meet Sphere standards, leaving them vulnerable to damage from strong winds, rain, and floods. Land degradation, including the daily removal of over 700 metric tons of firewood, causes significant topsoil loss, while inadequate waste disposal and drainage systems heighten the risks to homes and communities. Local response plans are also insufficient to provide protection. In response, CARE Bangladesh is delivering disaster risk reduction (DRR) services and improving infrastructure for displaced Myanmar nationals in Ukhia, Cox's Bazar, working closely with the Office of Refugee Relief and Repatriation Commission (RRRC) and the Camp in Charge (CiC). With extensive experience in site management and development, CARE aims to ensure a safe and dignified life for both refugees and host communities in this challenging environment.

Therefore, Construction Supervisor will lead Natural Resource Management (NRM), Disaster readiness, emergency preparedness, and community resilience-building activities such as building small bridges, roads, paths, steps, retention walls, and drainage for the Rohingya refugee community in the camp. The Construction supervisor also will ensure compliance with technical specifications, guidelines, and drawings for DRR-NRM and other infrastructure. His/her responsibilities also include planning, monitoring, and maintaining high-quality standards for all construction & relevant activities in the assigned area/camp.

He/she will also be responsible for proper documentation, reporting and for, upholding CARE Bangladesh's values and ensuring programming and organizational principles.

 

II. Responsibilities and Tasks:  

Responsibility #1: Project Implementation - Technical supervision of the DRR, Site improvement and Environmental Mitigation works.

50%

  • Conduct field assessment, site planning, supervision and management of construction works
  • Ensuring work together with WFP Engineering team to deliver quality of work within agreed deadlines.
  • Regular site visits to supervise construction works/processes and providing training to the Cash for Workers as and when required.
  • Reporting of all health & safety incidents and accidents
  • Perform daily or regular housekeeping in the project working areas.
  • Reporting daily site diary to his/her line manager considering different constructions records (like, workforce, Consumption of materials)
  • Construction supervisor shall be responsible to track the project progress, track the consumption and requisition of materials and workforce.
  • Implement Heath Safety and Environmental plan in accordance with WFP guideline and /or other international standards

 

Responsibility #2: Supervision of construction activities and ensure Quality control

30%

  • Performing equipment, material, and routine site inspections.
  • Quality control of all CARE DRR and site improvement activities in the camp.
  • Heath Safety incident reports.
  • Ensure quality of work during construction phase that comply with WFP standards.
  • Activities which are implemented by contractors are monitored for quality assurance/control.

 

Responsibility #3: Provide technical support to other agencies and Information, documentation and reporting

20%

  • Coordinate with CiC office for activity Completion Certification.
  • Daily reporting of progress of activities in the field using prescribed tool.
  • Materials and workforce record.
  • Collecting the GPS coordinates of all sub-projects being implemented.
  • Conduct assessment by KoBo, ODK, SW mapping.

III. Reporting:  

Construction Supervisor will be directly reportable to Project Engineer and work closely with other sectoral colleagues (MEAL, SMSD, DRR, GBV) and with support team.

 

IV. Working Condition:  

The incumbent will be based in Ukhiya Field office, spend significant time in the camps.

 

V. Qualification:  

  • 3 years professional experience as the construction supervisor or Civil engineering in shelter or site development sector.
  • Experience as a Civil engineer in UN/INGO/LNGO or in relevant fields
  • BSC/Diploma in Civil engineering
  • Experience working in displacement sites including spontaneous and makeshift settlements is an added advantage.
  • Excellent interpersonal and leadership skills.
  • Computer skills on computer software e. g MS office, internet
  • Gender awareness and a commitment to gender equality.
  • Communication skills in both verbal and written English and Bangla.
