CARE Bangladesh is implementing the Margaret A. Cargill Philanthropies’ (MACP) “Promoting Disaster Ready Inclusive Preparedness towards Adaptation (PRODRIPTA/প্রদৃপ্ত).” This three-year program aims to foster inclusive community preparedness and resilience through the combination of disaster-ready communities and accountable institutions in the northern char district of Gaibandha and the central coast district of Patuakhali. The MACP’s PRODRIPTA/প্রদৃপ্ত has a multifaceted approach to make a meaningful, measurable, and sustainable difference in a defined period of time in the eight (08) selected unions of Gaibandha Sadar and Sundarganj of Gaibandha and Rangabali and Kalapara of Patuakhali Districts:

  • Address the climatic and systemic barriers faced by the communities
  • Introduce and implement structural and non-structural, innovative, and sustainable interventions
  • Integrate women and youth as the prime target group and build their capacities to act as change agents
  • Support by service providers and foster inclusive community resilience
  • Collaboration with community members and GoB agencies, and private sectors
  • Create demand in the communities for similar interventions
  • Help lead climate adaptation efforts and ensure that the communities are disaster-ready

The MACP’s PRODRIPTA/প্রদৃপ্ত aims to support around 22,000 people directly, where the overall impact group will be 176,620 people i.e. the whole population in the selected unions through structural and non-structural, innovative, and sustainable interventions in collaboration with relevant partners and stakeholders. In achieving its ultimate purpose, the program will undertake activities to enable the communities to adapt to shocks & stresses, make the DRR institutions accountable to local communities and provide financing for community actions, and support communities to sustain adaptive capacity through strengthened, locally led learning, networking and advocacy. In its endeavor to foster community resilience, the project also has a provision of an emergency fund to respond to both anticipated and unanticipated crises so that communities distress and incurred loss and damages are adequately addressed and the result of the program are sustained.

The Senior Monitoring Evaluation and Learning Officer based in Gaibandha is responsible to support the MEL Manager to implement an efficient and effective Monitoring and Evaluation (M&E) framework as well as a Complaint Feedback and Response Mechanism (CFRM) for the PRODRIPTA Program. S/he will collect and manage all hard and soft data with accuracy to present timely to donors, CARE’s PEARL Department and other stakeholders as necessary. S/he is also responsible, as per guidance of the MEL Manager, to support her/him to produce high quality, reliable, and efficient reports and information systems tailored to the needs of the donor and different levels of management and operational staff’s as well as the GoB. S/he will also assist MEL Manager in program evaluations and capturing and disseminating learning to wider audience.


II. Responsibilities and Tasks:

Responsibility # 1: Development and Implementation of the MEL System


  • Assist the MEL Manager in designing tools/methodology and indictor tracking mechanism for the MACP’s PRODRIPTA.
  • Support and ensure incorporation of environmental and climate issues are incorporated in the monitoring tools and prepare environmental mitigation and management plan (EMMP) and Climate Risk Management Plan (CRM), as per the donor and GoB rules and policies.
  • Guide the project and partners staff to ensure implementation of the MEL system through regular inputs in tools/ data collection platform and follow up with project staff.
  • Work with MEL Manager to develop a robust system to facilitate data-based decision making for all the output-wise activities and revision of approach, if need be
  • Design and carry out digital data collection for Post-Distribution Monitoring (PDMs), surveys, assessments, monthly progress report, process monitoring etc.
  • Collect and validate field data on a regular basis for donor and other reporting purpose.
  • Support the MEL Manager in drafting, guiding, and managing consultant or project team in conducting mid-line and end line survey and evaluations and reporting.
  • Design tools/methodology for collecting monitoring data on regular basis.


Responsibility # 2: Setting up and Ensure Accountability Mechanism


  • Work to set up of an efficient Complaint Feedback and Response Mechanism (CFRM) including a hotline.
  • Communicate and involve with program stakeholders such as community people, DMC’s members, volunteers, etc. and support incorporating feedback to revise program implementation strategy.
  • Assist the MEL Manager to establish a proper information sharing mechanism in the project locations and ensure that messages are appropriate and relevant for various target groups e.g. women, adolescent, community leaders, etc.
  • Collect feedback and complaint forms from field and enter into Feedback and Complaint Database (weekly).
  • Ensure that the CFRM is effectively functioning, including and ensure closing the loop of all feedback.


Responsibility # 3: Donor and NGOAB Reporting


  • Work with the MEL Manager and the project team for establishing effective information sharing, updating and reporting mechanism.
  • Assist the Program Manager and MEL Manager in preparing primary narrative donor reports (e.g. weekly, monthly, bi- monthly, semi-annual, annual), including results frame indicators as per donor’s prescribed template/requirement and approved activity plan as the project continues to achieve targets
  • Collect and organize all necessary information and data to produce substantial evidence against the indicators as was set in the proposal and log frame.
  • Support the MEL Manager to develop dashboard, infographics, maps, databases for providing basis of planning and strategy.
  • Monitor info by self and through sector colleagues, collate, compile and update dashboard to present updated need, gap, constraints, challenges, resources etc.
  • Support the Program Manager and MEL Manager for timely submission of annual report, budget/revised budget/ revised FD-6, FD-4 audit report and report to NGOAB.


Responsibility # 4: Knowledge Management and Learning


  • Support the KML team to identify initiatives of interest, provide information and quality case studies, web updates etc. around these areas.
  • Identify top-line findings from monitoring activities, anonymized and summarized analysis of Complaint Response Mechanism data and any relevant project updates and share with Program Manager, MEL Manager and KML Coordinator.
  • Assist Humanitarian and Resilience Team through submission of timely data and information as requested.
  • Record knowledge and experience of the program, and make it accessible to the PRODRIPTA staff, partners staff and the organization through MEL Manager.
  • Collect project evidence (photos, quote, case study, change story, event report, filed visit report, meeting minutes, etc.) periodically and share with project management and KML team.
  • Support MEL Manager and KML Coordinator to organize periodic review and learning session to capture key lessons and good practices from the project.
  • Support to incorporate data and insights of the mid-line and end line survey and evaluations in program design, modification and dissemination.


Responsibility # 5: Compliance of Government, Donor and CARE Requirements


  • Follow donor and GoB compliance and standards in the monitoring tools to ensure required standards are followed in structural and non-structural work.
  • Ensure compliance of the donor’s requirement in quality assurance, monitoring and accountability by both CARE and partner organizations’ team through digital/online monitoring tools and applications.
  • Carefully follow all CARE International and CARE Bangladesh requirements in the implementation of the MEL system.
  • Assist MEL Manager to organize and facilitate training on MEL functions/ MEL plan and tools for capacity development and awareness of implementing partners and CARE field staff.
  • Representing Project in Upazila and District level forums, as and when needed.


Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

Based in CARE Bangladesh Gaibandha Office with approximately 50% time to travel in local field maintaining key relation with Program Manager and Technical Coordinator.


  1. Qualification:
  • 4 to 5 years’ experience in the relevant field focused program in Humanitarian and Resilience activities, preferably in preparedness and adaptation projects.
  • Bachelor/Masters in Statistics, Social Sciences, Economics or equivalent with combination of qualifications and practical experience in relevant field.
  • Experience in MEL plan and implementation in managerial role in various donor’s programs.
  • Strong analytical and conceptual skills.
  • Proven Skill in statistical and M&E software packages. SPSS, MS Access and Excel is essential.
  • Proven skill in using Kobo toolbox for data collection and management.
  • Strong commitment to accountability, social justice, promoting gender awareness and equality.
  • Ability to work effectively in a culturally diverse organization.
  • Ability and willingness to work in stressful situations and travel away from home and stay in the field.
  • Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate.
  • Strong communication skill in both verbal and written in English and Bangla.
  • Computer skills on MS word, Excel, Power point.
