Duration: Duration of the contract will be up to June 30, 2023

1. Job Summary:

The Senior Program Officer-Adolescent and Youth Engagement/Mobilization will assist in effective implementation of a project entitled Tipping Point: Innovation and Advocacy in addressing underlying causes of child marriage under the guidance of the Team Leader. The third phase of the project will continue till June 2023. Phase 3 of Tipping Point (TP) will center girls’ experiences and evidence-based strategies to facilitate transformative change within movements, donors and governments that seek to expand the voices, choices, agency and rights of adolescent girls. Ultimately, this will help end child, early and forced marriage (CEFM). To do this, team will build on the thorough and growing body of evidence and programmatic experience from Phases 1 and 2 to influence positive change on girls’ rights and CEFM locally, regionally and globally. TP will continue to ground this work in the voice and experience of girls and their communities, as team has continuously done through community-level programming over six years and through engagement with national, regional and global advocacy forums. These experiences will ground TP’s ability to pivot from a primary focus on community-based programming and evidence generation toward expanding meaningful strategies for advocacy, influence and scale – each of which are required to impact the discourse and action on CEFM and girls’ rights.

This position will spearhead mobilization of the youth and adolescents under this project. S/he will be responsible for effective implementation of movement building strategies. The incumbent will be responsible for ensuring regular communication with girls and support girls in executing their plans. The Sr. project officer will constantly identify expert organizations and civil society organizations which can collaborate with girl’s movements. The incumbent is expected to sustain the spirit of EMPOWER model of building movements with girls. S/he will ensure support to girls and youth in prioritizing their issues and strengthening movement. She will assist TL and the peers in planning, designing, and facilitation of different capacity building initiatives, and networking along with implementation of appropriate approaches and strategies. The Sr. Project Officer will be responsible to support TP team to leverage national level women rights movement in connecting the girls’ movement. It is expected that the incumbent will independently manage work and partnership with youth based organisations and CSO across the country for greater inclusion of voices of the girls.

She/he needs to ensure the quality of the intervention, facilitate mobilization, documentation of best practices and learning from field. She/he will work closely with Team leader to ensure that the concerns, issues, learning and recommendations generated by girls are well understood by different stakeholders and are well accepted in national movements.

II. Responsibilities and Tasks:

Responsibility # 1: Facilitate and Provide Support in Adolescent and Youth Mobilization

35%

  • Facilitate the process to select adolescent and youth for movement building process
  • Establish strong working relation with adolescent and youth groups in different locations across Bangladesh
  • Support adolescent and youth from different background to select common agenda and strategically mobilize them as activist in different rights based movement.
  • Develop innovative ideas and approaches to TP Adolescent and Youth Engagement work.
  • Facilitate and support in girl-centered and girl-led events that influence government and donors at Rangpur, Sunamganj and at national level.
  • Support girls to identify priorities to be explored with experts to link with policy provisions.
  • Facilitate innovations, maintain flexibility, and ensure learning culture to examine best practices around youth mobilization (both processes and outcomes).

 

Responsibility # 2: Lead Capacity Building of the Adolescent and Youth and support in Movement Building

  • Work closely with other team members to develop modules, manuals and guidelines for mobilization and movement building.
  • Develop capacity building plans for girls movement
  • Identify expert organizations /WROs and CSOs to engage with girls
  • Facilitate dialogues and capacity building workshops between civil society organizations and girls movements
  • Support the adolescent girls and youth to choose and select theme based common agendas.
  • Provide mentoring and coaching support to girls and young people for leading campaigns activities.
  • Facilitate training and orientations for girls and youth.
  • Work independently to coordinate with youth based groups across the country
  • Implement and collaborate partnership with youth based organizations across the country

 

Responsibility # 3: Ensure Visibility and Meaningful Participation of girl’s movement in Women Rights Movement

  • Develop an engagement strategy for the project to link girl’s organization with CSO’s and WROs
  • Manage relationships independently with NGOs, CSOs and INGOs working with young volunteers and platforms.
  • Support girls to leverage the interest or agenda of women rights movement;
  • Ensure documentation of challenges d success stories to share with NGOs, CSOs, INGOs and donor;
  • Undertake initiatives to center girls’ experiences to facilitate transformative change within the movement
  • Ensure implementation of a communication plan with women’s rights organizations, media, volunteers and different platforms of impact group and facilitate capacity building and mentoring supports as planned and follow ups
  • Assist in developing effective social mobilization to influence stakeholders in taking proactive actions to support girl-led movement, participation of girls and inclusion of their voice
  • Coordinate all activities with Women’s rights organizations, civil society organization and expert organizations

 

Responsibility # 4: Support team in quality implementation of the project activities through innovative planning and transforming the learning and recommendations into actions.

  • Ensure necessary logistic support to youth for timely implementation of planned activities.
  • Monitor and support in tracking the progress/achievement of planned activities.
  • Ensure proactive actions on addressing challenges in implementation.
  • Capture proper documentation and maintain quality implementation of project activities.

 

Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

 

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV. Working Condition:

This is Dhaka district based position and will require the incumbent to visit remote areas.

 

V. Qualifications and Benchmarks:

  • 4-5 years of experience of working in projects focused on adolescent empowerment particularly on child marriage. Grass root experience is an added advantage
  • Masters in social science or equivalent subjects.
  • Should have practical working experience on child marriage issues; should be well conversant with adolescent rights and SRHR.
  • Practical experience in mobilizing girl centric movement building in Bangladesh; Knowledge of EMPOWER model is an advantage
  • Knowledge and experience of work on ’social norm approach.
  • Sound Knowledge of the economic, political and social issues concerning gender relations in Bangladesh.
  • Strong facilitation background including participatory training and community mobilization.
  • Ability to team building and perform under pressure.
  • Ability to coordinate with counterparts and other stakeholders.
  • Excellent verbal and written communication skills.
  • Should have good understanding of MS Office applications.
